Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation number is RFQ70024 and solicitation is issued as request for quotation (RFQ). The Period of Performance: One Base Year plus 4 Option Years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse has a requirement for expert in publication of articles. Background: The work includes three specific tasks, 1) editorial assistance with the expeditious publication of manuscripts containing scientific data generated in the Drug Design and Synthesis Section (DDS), Chemical Biology Research Branch (CBRB), NIDA, NIH, DHHS; 2) coordination of the establishment and management of existing and future databases of compounds prepared in DDS and necessary for its work; 3) Coordination and facilitation of the molecular modeling and quantum chemistry programs necessary for DDS. Sufficient expertise and knowledge is required in these areas to allow efficient interaction with the Chief, DDS. To accomplish these tasks: 1) The contractor will discuss with scientists involved with the manuscript how the scientific work should be described to enable publication of a scientific manuscript in first-rate refereed journals, and the various steps that must be followed for the process. The contractor will keep the Chief, DDS, informed as to the progress of the manuscript; 2) Databases that the Chief, DDS, deem necessary for material gathered in the Section will be established under the guidance of the contractor to allow easy access by the Chief, DDS, and the members of the Section; 3) the theoretical chemistry (molecular modeling, quantum chemistry) needed for the work of the Section will be facilitated and overseen, when necessary, by the contractor.Organic/medicinal chemistry and pharmacology are the foundation for the multidisciplinary approach used in DDS research. The work requires synthesis of novel agonists, antagonists, imaging agents, affinity ligands, and other drugs for specific applications. New, highly selective ligands for drug receptors are synthesized, using all of the contemporary tools of medicinal chemistry, including computer assisted molecular modeling. DDS (1) Plans, develops, and conducts research to obtain and evaluate new compounds for various types of pharmacological activity; (2) promotes the use of molecular modeling and quantum chemistry to determine structure-activity relationships; (3) develops synthetic routes and methodology as required for the design, synthesis, and testing of new therapeutic agents, (4) develops ligands for positron emission tomography (PET) and single photon emission computed tomography (SPECT) imaging of drug receptors in the CNS of living animals and conscious humans; and (5) collaborates with other laboratories in the evaluation of new compounds. The data that are obtained from DDS studies are published in first-rate journals. It is essential that the research findings of DDS are made available to scientists, worldwide, through the expeditious publication of research findings, that the necessary databases for essential information be established and maintained, and that important theoretical concepts derived from molecular modeling and quantum chemistry be explained so that the scientists in the Section more fully understand them. It has been determined that it is cost efficient and in the best interests of the Government to have a contractor perform the three tasks. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2,Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements in Journals associated in fields of medical chemistry,organic chemistry and pharmacology (2) past performance with regulation of NIDA,NIH. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
