Description
The National Institutes of Health (NIH) National Institute of Child Health and Human Development is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUB Zone small businesses capable of providing the following: NICHD Intramural Division has entered a long-term contract to furnish a broad range of services to support the research mission and objectives of the Perinatology Research Branch CPRB). The required services encompass facilities, equipment, materials, access (0 patient population, qualified clerical, technical and management support personnel and other ancillary services. A service contract has been designated as the mechanism to be utilized to procure the services required to operate the Perinatology Research Branch. Due to the duration, scope and complexity of services to be procured, specialized consulting support is required to provide project management and administrative services including the tasks of coordinating, controlling and managing resources allocated by NICHD to execute the research agenda, of the PeliI1atology Research Branch. Performance of these tasks will require the use of management principles to achieve project goals on time, within budget, and according to the specifications issued by NICHD. Consulting services procured through this professional services contract do not include inherently governmental functions as defined in OFPP Policy Letter 92-1, issued September 23, ) 992, 57 Fed. Reg. 45. 096. The Policy Letter defines inherently governmental functions to include "those activities that require either the exercise of discretion in applying Government authority or the making of value judgments in making decisions for the Government;" and does not inc1ude gathering information for or providing advice, opinions, recommendations, or ideas to Government officials." The Contractor shall perform the following tasks: Provide project management for areas to include the following: Data collection, analysis and reporting; Reporting of financial transactions; Monitoring expenditures; Space assignments; Computer maintenance; Equipment maintenance (copier, ultrasound machine, laboratory equipment); Shipment and receipt of samples; Shipment of equipment and supplies; Institutional approval and renewal forms; and Telecommunications and informatics. Participate in regular meetings with Project Officer and with designated NICHD and contract staff to assess plans, review schedules, monitor progress, identify problems, recommend alternative strategies and facilitate productive communication. With overall direction from Project Officer or other designated NICHD personnel, review project goals, objectives and deliverables, and develop recommendations for resource requirements. With overall direction from Project Officer or other designated NICHD personnel, coordinate project activities by performing the following tasks: (a) recommend implementation plans by analyzing alternative approaches; (b) coordinate necessary resources to execute the PRB research agenda; and (c) review schedules and budgets delineating resource requirements. Develop control tools to monitor progress to efficiently accomplish project goals and objectives. This will include financial reports, budget variance reports, status progress reports and scheduling and allocation reports. Interested firms with the capability of providing the required services are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541611 with a size standard of $6.5M. All respondents are requested to identify their firm?s size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government?s requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Due to time sensitivity, a copy of the capability statement must be received at the address identified in this synopsis by no later than 7 days prior to close of business (5:00 P.M. local time at designated location) on April 13, 2007. Responses by fax or e-mail WILL NOT BE ACCEPTED.
