Description
In accordance with the procedures specified in the revised OMB Circular A-76 (Attachment B, B.1), dated May 29, 2003, this notification represents the formal public announcement and official start date of a streamlined competition on the HIV/AIDS Bureau Administrative/Clerical and Program Analysis Functions across the entire Bureau. Government personnel consisting of 30 commercial activity FTEs and No Contractor personnel. Waiver for 135 days study is Approved. The support functions to be performed include, but are not limited to, meeting/conference coordination and logistics; conference call arrangements; awards program support; special campaign program coordination; controlled correspondence program administration; personnel records management; office space planning and move coordination; procurement request research and processing; travel document/plan/voucher processing; mailing list management; troubleshooting minor problems with office equipment and software/hardware; phone call, visitor, and mail records and processing; reception desk services; and clerical functions such as typing, formatting, editing, filing, calendaring, appointment management, correspondence tracking, and minutes taking; time/attendance records control; records management; data entry of program and financial data into various IT applications; and scheduled and ad-hoc reports and briefing package development; as well as budget tracking, monitoring, and reporting; project deliverable tracking system monitoring and reporting; quality improvement analyses; and work plan analyses and recommendations for internal operations. The program analysis and administration functions to be performed include, but are not limited to, conducting internal and grantee program and work process analyses; SOP and Mission/Function statement analyses; data abstraction from diverse sources; database management; program progress evaluations; regulatory, policy, and budget change impact analyses; statistical analyses; budget narrative analyses, recommendations, and editing; training needs analyses; training plan development and cost estimating; evaluation technique analyses and recommendations; quality assurance reviews of external products and deliverables against grant/contract specifications; contract task order development and costing; as well as budget tracking, monitoring, and reporting; project deliverable tracking system monitoring and reporting; work plan analyses and recommendations; and other technical assistance and support to external grantee/contractor stakeholders. Other functions include research to identify new initiatives, programs, processes, and procedures for management consideration, research on health statistics, presentation development regarding internal policies/procedures; providing technical assistance to grantees and contractors regarding HHS, HRSA, and HAB reports and procedures; support to the Committee Management Officer. The designated Competitive Sourcing Official (CSO) is Dr. Betty J. Duke, Administrator, and CSO. The responsible Contracting Officer is Frank Murphy and the Agency Tender Official is Dr. D. Parham, HAB Associate Administrator. The projected end date for the competition is September 15, 2007.
