Description
This is a pre-solicitation notice for non-personal services to perform Russian and Arabic Linguist services for the Regional Cooperation, RESCUER/MEDCEUR and EAGLE RESOLVE Exercise Planning and Coordination Linguists located at United States Central Command (USCENTCOM), MacDill Air Force Base, Tampa, Florida. Description of Services: The offeror will provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to assist in exercise coordination, translation of exercise documents between English and Russian, English and Arabic, English and Dari/Pashto; coordinate translation of exercise documents between English and Russian/English and Arabic by other translators, providing translation services during exercise planning meetings, and assisting logistic planners by providing translation support during the Pre-Deployment Site Surveys. The offeror shall also provide one full time person to provide non-personal services as defined in the Performance Work Statement (PWS). This effort is in support of the Exercise Division, Operations Directorate, United States Central Command MacDill AFB, Florida. The offeror is encouraged and expected to use innovative approaches to efficiently and effectively accomplish PWS requirements in a timely manner, at a reasonable cost, and in a way that fosters pride and ownership in the work performed. Travel costs are estimated and shall be a direct reimbursement in accordance with the Joint Travel Regulation. This acquisition will be accomplished in accordance with the Federal Acquisition Regulation (FAR) Part 12,Acquisition of Commercial Items. The Government intends to solicit this acquisition as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with the Small Business Competitiveness Demonstration Program. 52.232-18 Availability of Funds applies to this acquisition. The NAICS code is 541930 with a size standard of $6,000,000.00 annually. All notices and/all amendments will be posted and available for viewing on the following Federal Business Opportunities (FedBizOps) web site, www.fbo.gov. Potential offeror's are responsible for monitoring the site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the documents. It is recommended that all potential offerors regularly check the site for any updates or amendments to any and all documents. No paper copies of this solicitation will be issued. Anticipated posting date of the solicitation will be on or about 6 Dec 2006. The Government intends to issue a Firm-Fixed Price, Indefinite Deliver-Indefinite Quantity contract for one year, plus four Option Years, from date of award. The Government anticipates the solicitation will require submittal of the following information; Price, Resumes with verification of Level 5/5/5 proficiency in both English and Russian, and English and Arabic, to include past performance. To be considered for this award, offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Lack of registration will make an offeror ineligible for award. This notice does not obligate the government to award the contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
