Description
The National Geospatial-Intelligence Agency (NGA) intends to award five-year Indefinite Delivery Indefinite Quantity follow-on contracts to Concurrent Technologies Corporation, Harris Corporation, IBM Corporation and Microsoft Corporation under authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2). All efforts shall be consistent with the National System for Geospatial-Intelligence (NSG) Enterprise Architecture Standards for access to imagery and geospatial information. The contractors (Concurrent Technologies, Harris, IBM and Microsoft Corporations) will study and upgrade web-based NGA geospatial-intelligence (GEOINT) data distribution systems. These efforts include reviewing and assessing specialized web services and leading-edge GEOINT and information technology; exploring best practices and emerging technology; implementing outsourced services; mapping imagery information and tagging metadata; supporting security engineering; sustaining existing systems; assessing open source software; acquiring incidental hardware, software and data; and providing associated documentation and recommendations. In addition to the foregoing, Harris Corporation will coordinate the integration of technology solutions into NGA?s GEOINT data distribution systems. These efforts include providing systems engineering support and integrating physical, logical and data access processes into a services-oriented architecture for distribution of web-based NGA GEOINT; sustaining and enhancing NGA software applications with emerging COTS solutions; sustaining beta facilities and infrastructure; and providing reports and recommendations. Vendors who can perform the above-described services are encouraged to identify themselves within 30 days after publication of this notice by providing written notice and supporting evidence to the Contracting Officer. The Government will consider submitted information from all responsible sources in determining whether or not to expand this requirement to additional sources; however, the decision to expand the requirement to additional sources is solely within the Government?s discretion.
