Description
NASA Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for multiple, Indefinite-Delivery Indefinite-Quantity (IDIQ) general construction contracts to support construction, alteration, and repair of NASA buildings, structures, and other real property located at ARC and the Moffett Federal Airfield Complex. These multiple general construction contracts will provide NASA the capability to compete selected construction projects amongst a group of highly qualified general construction contractors for a five year period (base period and 4 one year option periods). Selection of this group of general construction contractors will be based on technical and price factors. Work will include a variety of construction related activities including new construction, renovation, and repairs at various locations at NASA ARC and Moffett Federal Air Field Complex. The work will include, but is not limited to: general and specialized construction activities (ex. roofing, demolition, mechanical, electrical, and plumbing) and incidental related work. The activities relate to the new construction, renovation, and/or repair of facilities and infrastructure such as 1) aviation and aircraft facilities; 2) personnel housing facilities; 3) administrative facilities; 4) warehouses and supply faciliites; 5) medical facilities; 6) computer and research lab facilities; 7) wind tunnel and metal shop facilities; 8) abatement and handling of hazardous/regulated materials (asbestos, lead paint, and PCBs); and 9) the civil, sanitary storm water, mechanical and electrical systems supporting the facilities and infrastructure. A limited number of projects may require some design services. The solicitation will contain six (6) seed projects. Estimated construction costs of individual projects will range from $10,000 to $2,000,000. ARC estimates a total of approximately 39 projects for the first year (about 8 projects in the $10,000-$50,000 range; 25 projects in the $50,000-$500,000 range; and six (6) projects in the $500,000-$2,000,000 range). Up to six offerors may be awarded a contract. Each IDIQ contract will have a minimum guarantee of $10,000 which represents the minimum value of work the Government is required to order under each IDIQ contract. The maximum contract value of each IDIQ contract and the maximum value of all IDIQ contracts will be $49,000,000. This procurement is unrestricted -- full and open competition. If competitive offers are received from 8(a) Contractors, HubZone Small Business Concerns, or Service-Disabled Veteran-Owned Small Business Concerns, three (3) of the six (6) possible contracts will be set aside as follows: one (1) contract set aside for the best value 8(a) Contractor; one (1) contract set aside for the best value HUBZone Small Business Concern; and one (1) contract set aside for the best value Service Disabled Veteran-Owned Small Business Concern. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 236220 and $31,000,000, respectively. The anticipated release date of the RFP is on or about April 16, 2007 with an anticipated offer closing date of on or about May 16, 2007. The firm date for receipt of bids or proposals will be stated in the RFP. Solicitations will be available from Mike Nar at (650) 604-1517 or mnar@mail.arc.nasa.gov. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the specifications and drawings for the seed projects will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). An organized site visit is planned and the scheduled time and date will be published in the solicitation, Section L. All contractual and technical questions must be submitted in writing.
