Description
SOURCES SOUGHT: [FOR INFORMATION AND PLANNING PURPOSES ONLY] Environmental Services work at the Denver Federal Center, Denver (Lakewood), CO The General Services Administration (GSA) Environmental Programs Group (EPG) located at the Denver Federal Center (DFC), Denver, Colorado is seeking qualified potential sources to perform various environmental projects on the DFC. Primary consideration for award of the potential projects is the Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) under the following Special Item Numbers (SIN): ? 899-1: Environmental Planning Services and Documentation ? 899-2: Environmental Compliance Services ? 899-3: Environmental Occupational Training Services ? 899-4: Waste Management Services ? 899-5: Reclamation, Recycling and Disposal Services ? 899-6: Remote Advisory Services ? 899-7: Geographic Information Services (GIS) ? 899-8: Remediation Services ? 899-99: Introduction of New Services The DFC is tasked with the performance of various environmental projects in order to comply with the terms of a Compliance Order on Consent (Consent Order) between the State of Colorado - Colorado Department of Public Health and Environment (CDPHE) and GSA. The performance of work under the Consent Order is subject to the specific requirements as approved by CDPHE; promulgated in the DFC Quality Assurance Project Plan (QAPP), the Risk Assessment Work Plan (RAWP) Revision 2, dated May 2005, and the Pre RFI Historical Data Report Addendum, dated September 1998. Knowledge of and familiarity with these documents is essential for satisfactory completion of environmental services work on the DFC. Sources responding to this notice are encouraged to avail themselves of the content of the QAPP, RAWP, and the Pre Historical Data RFI Report by going to the following website: http://gsa.ursokr.com/. The website above will be accessible online to any and all interested individuals and/or companies, at no cost, for thirty (30) day concurrently with the first publication of this announcement or until May 1, 2007, whichever occurs first. After this time period has expired, "Hard Copy" of these documents may be reviewed by scheduling an appointment (at least three (3) days in advance of the date you plan to arrive for the review) with Ms. Diane Huber (303) 692-3331 at CDPHE offices; Hazardous Materials & Waste Management Division Record Center located at 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530. Response to this notice, by interested parties, is voluntary and the Government makes no guarantee that respondents will be included on the bidders list for any specific project nor will the Government pay for any costs incurred in responding to this notice. The expected result of this announcement is the development of a list of Environmental Services sources that are familiar with the compliance objectives/requirements of the Consent Order at the DFC and to provide an opportunity for those sources to compete for environmental services work on the DFC. When responding to this notice, firms should include a representation that states that (1) an understanding of the DFC QAPP, RAWP (Rev 2 May 2005), and the Pre RFI Historical Data Report Addendum (Sept 1998) has been achieved and (2) if selected to participate in the competition for any environmental project on the DFC, all work will be performed in compliance with these documents. Responses to this notice should be no more than 20 single page documents (8 X 11 bond paper, single spaced, one-sided; portrait orientation with minimum 1/2 (half inch) margins - top, bottom, and sides). The document should describe, in detail, the professional qualifications of the individual/firm, along with the appropriate SIN(s) (work category) for which consideration is being sought. Information regarding any GSA Federal Supply Schedule(s) and/or GSA Multiple Award Schedule Contract(s) that the individual/firm holds is also encouraged. The scope and number of projects anticipated for contract award this fiscal year (FY-07) is not currently available. Projects that may use the sources responding to this notice will be considered for contract award based on availability of funds and the environmental priority impacts at the DFC. Historically the GSA Region 8, Public Buildings Service (PBS) has expended an average annual budget between $3,000,000.00 and $7,000,000.00 on its Consent Order project requirements. Use of established FSS Multiple Award Schedule (MAS) Contract ordering procedures, as authorized by Federal Acquisition Regulation (FAR), SubPart 8.4, is contemplated as the primary method of fulfilling potential DFC Consent Order project requirements; THEREFORE, notices regarding specific projects may not be publicly advertised in this publication or other media.
