Description
The purpose of this synopsis is for Naval Air Systems Command to announce its intent to contract for technical and engineering services (NAICS code 541330) under the International Logistics Program as well as to announce an Industry Day and solicit companies capable of supporting the ILS Support Services for FMS Projects requirement. This is not a formal Request for Proposals. The ILS Support Services for FMS Projects requirements are to provide uninterrupted engineering and technical services, including material and supplies to accomplish specific Independent Technical Investigations of the ILS Requirements for FMS Projects tasks. The awarded contract shall be for a ordering period of 5 years. The following are the ILS Support Services for FMS Projects requirements: Provide a Cadre to Maintain Contractor Core Capabilities, Pre-sale Program Planning and Assessments, Logistics Conference and Program Definition Planning and Analysis, Maintenance Planning and Analysis, Quantitative Resource Analysis, Program Evaluation, Program Implementation, Follow-on ILS Planning, Industrial Participation Planning, Joint Program Planning, Out-of-Production Support Planning and Resource Analysis, Logistics Technical Assistance to Overseas Customers, Review and Analysis of Interoperability and Standardization Requirements, Analysis of Navy and DoD Programs for International Logistics Considerations, Training Program Development and Management, and Network Access Support. Key personnel performing work under the proposed contract must be capable of obtaining a Secret level security clearance upon notification that such clearance is required. The Naval Air Systems Command will host an Industry Day forum on Wednesday, 30 May 2007 to provide interested parties with additional information and solicit feedback on the upcoming ILS Support Services for FMS Projects requirement. This forum will be held at the Frank Knox Building (Bldg 2189), Room 120 ? Patuxent River, MD from 9:00 AM to 4:00 PM. All interested attendees must pre-register by e-mail to Mr. Chris Schimek at chris.schimek@navy.mil, facsimile (301) 757-2526 and copy Ms. Rita Pegg at rita.pegg@navy.mil, facsimile (301) 757-2526. Registering parties must include the attending individual?s name, company, phone and e-mail address. Picture identifcation is required to enter the building. As seating is limited, only two (2) individuals per company and only individuals that pre-register are guaranteed seating. For those individuals unable to attend the forum, the presented materials will be available on the NAVAIR website http://www.navair.navy.mil on 8 June 2007. Any questions concerning this material should be submitted to Mr. Chris Schimek and copy Ms. Rita Pegg at the above cited e-mail addresses. Telephone requests will not be accepted. Questions received by 24 May 2007, 2:00 PM Eastern Standard Time, are projected to be addressed at the Industry Day forum. It is the Government?s intent to award a single Indefinite Delivery Indefinite Quantity Cost Plus Fixed Fee (term) type contract to the offer who provides the best overall value to the Government. It is anticipated that the final request for proposals (N00421-07-R-0034) will be available through the NAVAIR solicitation homepage, http://www.navair.navy.mil, approximately 05 September 2007. However, it is the Government?s intention to release a draft request for proposals (N00421-07-R-0034) prior to Industry Day on the NAVAIR solicitation homepage listed above. This office will e-mail a notification of release of solicitation and any amendments to all prospective companies that submit a request to register for this information via e-mail. Requests for inclusion on e-mail solicitation release list should be sent to Mr. Chris Schimek (Contract Specialist) via e-mail at chris.schimek@navy.mil. Paper copies of the solicitation will not be mailed. All responses must be sent via e-mail and must include the following information: (1) Company Name; (2) Company Address; (3) Company Business Size; (4) Point of Contact (POC) Name, telephone number, fax number and e-mail address. Any offerors providing the company point of contact email address is responsible to notify the Government point of contact list of a change to receive request for proposal notice. Internet responses without this information will not be accepted. Phone and fax requests for a copy of the solicitation will not be accepted.
