Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.?This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotes (RFQ), W912BU-07-T-0037.?The small business size standard is for less than 500 employees for North American Industry Classification System (NAICS) Cod e 423860.?This procurement is unrestricted.?Affirmative Action to ensure equal opportunity is applicable to the resulting contract. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract, for the acquisition o f a replacement Oil/Water Separator system aboard the USACE Dredge HURLEY. Delivery will be made to the U.S. Army Corps of Engineers Ensley Engineering Yard in Memphis, Tennessee.?The system characteristics will comply with the requirements of the followin g Scope of Work: 1. SPECIFICATION  The replacement system shall be similar to the Boss 5T/107 oily water separator in form, fit, and function and will meet the following salient characteristics: Features - USCG and ABS Certification to MEPC 107(49) Standa rds, Rated flow of 5 GPM, Carbon Steel Vacuum Pressure Vessel, Industrial Epoxy Urethane Coating, TPH (Oil Content) Monitor and Recycle System, Post separation filter, Coalescing Filter Media, Centrifugal Pump, Level Transmitter, NEMA 4 Control Panel, Cond uctance Level Sensor, Factory installed Bronze Piping and Valves, Automatic Operation, Voltage 115V/1ph/60Hz, Motorized Ball Valve Oil Discharge, Spence Reducing Valve, Two copies of the operation and maintenance manual. 2. SHIPPING AND DELIVERY  All com ponents shall be delivered by the contractor by truck to the U.S. Army Corps of Engineers Ensley Engineer Yard, 2915 Riverport Road, Memphis, Tennessee, 38109, Attention: David Wilkes (901) 785-6077. The Ensley Engineer yard has loading docks and crane ser vice adequate to handle and unload any required components. The Government will unload all delivered equipment. 3. SCHEDULE  All equipment and components comprising the Oil/Water Separator system, in accordance with this scope of work must be delivered no later than 30 April 2007. Quantity: 1, Unit of Measure: Lump Sum. PROVISIONS AND CLAUSES applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Offerors - Commercial Items (SEP 2006); FAR 52.212-2, Evaluation - Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2006); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (SEP 2005); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executi ve Orders - Commercial Items (NOV 2006), for Paragraph (b) the following clauses apply; (1), (5), (9), (14), (15), (16), (17), (18), (19), (20), (31), for Paragraph (c) the following clauses apply; (1), (2); FAR 52.252-2, Clauses Incorporated by Reference (FEB 1998); DFAR 252.204-7003, Control of Government Personnel Work Product (APR 1992); DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 2006), P aragraph (a) applies, for Paragraph (b) the following clauses apply; (4), (5), (6), (15), (16), (17), (19). BASIS FOR AWARD: The Government intends to make an award to the offeror who submits the lowest, responsive quote, and is deemed acceptable and respo nsible by the Contracting Officer.?Offerors must submit their quotes on the full scope of work identified.?The offers will be evaluated for technical factors (compliance with specifications) and price. The evaluation factors are of equal weight. The Contra cting Officer reserves the right to make no award under this procurement. Prospective offerors must be registered and active in the Central Contractor Registrat ion Database.
