Description
The Government has a requirement for professional A/E Services with Industrial Hygiene Services for Project 646-07-111, "Renovate 9West - UD" at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Architect/Engineer to provide site investigation to develop construction contract drawings and specifications to complete the renovation of approximately 14,500 square feet of existing clinical and office space into administrative office space on the Ninth Floor, Building One at the University Drive Division of the VA Pittsburgh Healthcare System. The proposed area to be included in the scope of the project is in the west wing (9West) and central building core (9Center). This work includes architectural, electrical, mechanical including HVAC and control replacement, asbestos abatement, monitoring, and site modifications. Construction period services are required to review submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction. A/E will respond on site within a two-hour period when requested. The project involves architectural and engineering services required to renovate approximately 14,500 square feet (+/- 10%) of the existing office and clinical space into administrative office space, including but not limited to the following: (1) Maximizing the number of offices and support space in the west wing and central core. Offices will be a combination of private and shared workspace to accommodate medical and administrative staff (Medical/GI, Surgical, Dieticians, HRMS and Clinical Support). (2) Additionally the space should be reviewed for accommodation of resident lounge and training space as required for residency accreditation. (3) Recommend bid alternatives as necessary to meet the budget limitations. (4) Field verification of existing space and existing utilities servicing the renovated space. (5) Design and V.P.I.H. Services for asbestos abatement of the renovated space including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas. (6) Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space including the removal of fan coil units and replace with VAV units. (7) Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. (8) Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. (9) Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. (10) Construction in the central core will need to be addressed in multiple phases to allow hospital operations to continue during construction. (11) The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and VA master specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule." A/E will provide four review sessions: Schematic, 50%, 75%, and 100% design submissions within 100 day design time. A/E shall provide 20 sets of Construction Documents (drawings and specifications) 120 days from NTP. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. The NAICS Code is 541330 with the small business size standard of $4.5 million. Construction cost estimate is between $1,000,000 and $2,000,000. Award will be made to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing project of this size, nature and cost; Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper or incomplete architectural and engineering services; and Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This restriction applies for the "entire proposed Architect Engineer team" and Award is subject to availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF 330 to arrive no later than COB (4:30PM EST) April 30, 2007 with cover letter of interest identifying RFP VA-244-07-RP-0021 directly to the attention of Cheryl Weidner (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Bldg. 4, Room 346e, Pittsburgh, PA 15206.
