- The Federal Aviation Administration (FAA) has a single source requirement for use of a particular brand, the acquisition of one hundred eighty-two (182) Direct Current (DC) Load Banks, part number L-42-350, from Cannon Load Banks, Inc., Palmetto, Georgia. DC Load banks are required to support the General National Airspace System (GNAS) Battery Maintenance Program. The load banks are used to perform capacity tests at GNAS facilities with 24, 36, or 48 volt battery systems, such as Remote Center Air/Ground Communications Facility (RCAG), Remote Transmitter/Receiver (RTR), Backup Emergency Communication System (BUEC), Radio Communications Link (RCL), Very High Frequency Omnidirectional Range (VOR), Localizers, Glide Scopes, and Markers. The load banks can also be used to test engine generator starting batteries. The FAA intends to solicit and negotiate only with Cannon Load Banks, Inc., Palmetto, Georgia, in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection. The FAA conducted a market survey in August 2006. As a result of the market survey, only Cannon Load Banks Inc., DC Load Bank, part number L-42-350 met the FAA's minimum requirements. This survey supports our determination to solicit and negotiate with only one firm. This announcement is for informational purposes only, not a request for proposals.
