Description
SOURCES SOUGHT: The Department of State, Bureau of Human Resources is seeking contractors who are qualified to assist the Department in its Strategic Recruitment Plan. One of the goals of this Plan states: ?Applicant diversity will reflect national professional workforce demographics and meet the skill needs of the Department of State.? As part of its recruitment strategy, the Department of State encourages qualified minority candidates to pursue State Department careers. One way to do this is through participation in the Department?s summer internship program. To augment its overall recruitment efforts, the Department has a need for student interns who are from diverse backgrounds to ensure that underrepresented groups participate in the Department?s internship program. This requirement is being considered for small business and 8(a) vendors. The applicable NAICS code is 813410. The small business size standard is $6.5. Interested small business and 8(a) contractors shall indicate their interest to the Contracting Officer as soon as possible, but no later than 5 working days from the posted date of this notice. As a minimum, the following is to be included in your statement of qualifications (a) past performance and experience (evidence of your experience in work similar in type and scope to include contract numbers, dollar amounts, and point of contact with telephone number and e-mail address); (b) technical and management capability; (c) organizational structure and staffing. All information must be submitted in sufficient detail for a decision to be made on availability of interested small business and 8(a) contractors. This information is not to exceed 10 pages and must be submitted by 11:00 am, April 3, 2007. Information may be submitted electronically to CareyDA@state.gov or hand delivered to 1701 N. Ft. Myer Drive, Arlington,Virginia 22219. STATEMENT OF WORK: (1) The contractor will provide highly qualified African American internship candidates. The contractor will enhance diversity by encouraging African American students to pursue careers with the Department of State. These efforts will target students from Historically Black Colleges and Universities (HBCU). The contractor will provide up to twenty-three (23) student interns for approximately ten weeks between May and August 2007. There will be a minimum of one student and a maximum of twenty-three (23) student interns. Students must be entering their junior year of college at a minimum and must be continuing students (i.e. must be continuing their studies in the semester immediately following the completion of the internship). Students must be U.S. citizens. Final offers of an internship are contingent upon the students receiving the necessary security clearance. (2) The contractor will provide highly qualified Native American internship candidates to the Department of State. The contractor will enhance diversity by encouraging Native American students to pursue careers with the Department of State. The contractor will provide up to five (5) interns for approximately ten weeks between May and August 2007. There will be a minimum of one student and a maximum of five (5) student interns. Students must be entering their junior year of college at a minimum and must be continuing students (i.e. must be continuing their studies in the semester immediately following the completion of the internship). Students must be U.S. citizens. Final offers of an internship are contingent upon the students receiving the necessary security clearance. (3) The contractor will provide highly qualified Hispanic internship candidates to the Department of State. The contractor will enhance diversity by encouraging Hispanic students to pursue careers with the Department of State. The contractor will provide up to twenty-three (23) student interns for approximately ten weeks between May and August 2007. There will be a minimum of one student and a maximum of twenty-three (23) student interns. Students must be entering their junior year of college at a minimum and must be continuing students (i.e. must be continuing their studies in the semester immediately following the completion of the internship). Students must be U.S. citizens. Final offers of an internship are contingent upon the students receiving the necessary security clearance.
