- Provide all labor, material, equipment, transportation and supervision required for construction of new U. S. Coast Guard Aids to Navigation (ATON) Range Structures, Delaware River. Major work items include: Removal and disposal of seven existing USCG range structures positioned along the Delaware River (one on land and six offshore); Install six new steel pipe pile supported offshore range structures in locations adjacent to existing structures. The pile supports consist of a center monopole braced by a tripod type pile system. Piles shall be driven to the designated design pile tip elevation. Perform PDA testing and CAPWAP analysis for each piles to estimate skin friction capacities. If pile cannot be installed to the design tip elevation, and the tension load is less than the design tension capacity, install rock anchor (separate unit bid items). Each offshore structure is to be equipped with boat landing platform with fenders, an access ladder, and an optics deck platform. Aluminum components are to be utilized for the optics deck platform handrails and optics mounting racks. Optics equipment to be re-installed by USCG personnel; and, Install one new onshore range structure in same location as existing structure. The range support system is a government furnished item consisting of a 5 foot by 5 foot modular steel tower. The onshore structure is to be equipped with an access ladder and optics platform. This range structure will require installation of a protective perimeter fence with locked gate. All optics equipment is to be re-installed by USCG personnel. Unit items for four sites are included for installation of rock anchors if the PDA testing and CAPWAP analysis shows less than required design tension capacity. This procurement is estimated between $1M and $5M. This procurement is a Total Small Business Set-Aside. The applicable NAICS is 237990/$31.0M. Completion time is 185 DANTP.
