No. QLD70010 Reference Number: NHLBI-PB-AR-2007-112/JNB Solicitation Type: Other Than Full and Open Competition Item: Laboratory and Analytical Equipment and Supplies THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Institute of Biomedical Imaging and Bioengineering http://www.nibib.nih.gov , intend to award a single, fixed priced purchase order on a noncompetitive (sole source) bases to Thermo Electron Corporation, 450 Fortune Blvd, Milford, MA 01757, to upgrade the VG HB501 Scanning Transmission Electron Microscope. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-13. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253?), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-AR-2007-112/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions . The North American Classification System (NAICS) code applicable to this requirement is 811219 and the associated small business size standard is $6.0 million. The period of performance is twelve months from the date of award. The place of performance is the National Institutes of Health, National Institute of Biomedical Imaging and Bioengineering, Bethesda, Maryland. Market research conducted by the Government has determined that Thermo Electron Corporation is the only source with the capability to supply the Gun Isolation Valve needed to upgrade the Scanning Microscope. The upgrade would enhance the system?s operational compatibility, and will keep within research Reference Frames. The sole source determination is based upon the following facts: 1.) Thermo Electron Corporation is the only source that supplies the parts for upgrade and has the highly skilled technical staff to service the system 2.) The highly specialized services requires disassembly of the instrument, conditioning the entire microscope at high temperature, and realignment of the Electromagnetic Lenses 3.) Experiments can not be completed until the Electron Microscope is upgraded 4.) The system has been in operation for about 20 years and the upgrading this system is a cost savings in itself, by not having to purchase or lease a replacement system. The vendor must employ factory trained service engineers/technicians, have proprietary rights to the software, schematics, required materials, and parts to service and maintain Electron Microscopes and support systems. In addition, the vendor must be capable of providing qualified personnel with the technical expertise necessary to operate the system sufficiently for troubleshooting purposes. Interested parties must meet all regulatory requirements to include the Federal Acquisition Regulations, certifications, and licenses. All interested parties shall provide detailed information on the proposed products which clearly meet the requirement stated above. The service to be provided is system upgrading. The equipment, services and upgrade to be purchased are as follows: 150 Valve Assembly for HB501 STEM, Field Service Labor-VG, and Travel. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposal, however all responses received within (10) days after publication will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
