Description
HHS awarded RTI International (RTI) a contract in 2005 to ? in direct collaboration with states, territories, and other state-level stakeholders ? (1) assess variations in organization-level business policies and state laws that affect health information exchange; (2) identify and propose practical solutions, while preserving the privacy and security requirements in applicable Federal and state laws and (3) develop detailed plans to implement solutions. Subsequently, through an open competition, RTI solicited states and territories to submit proposals to be part of the RTI-led Health Information Privacy and Security Collaboration (HISPC) to complete this work. Thirty-four (34) states and territories were selected and funded by RTI as subcontractors to be part of HISPC. At the conclusion of the HISPC?s work, states and territories will have developed implementation plans to address privacy and security variations in organization ? level business policies and state laws that affect health information exchange in their jurisdictions. Continuing this work and preserving momentum that states and territories within the HISPC have generated is essential to developing and preparing states and territories for regional and nationwide electronic health information exchange. HHS intends to extend RTI?s contract on a non-competitive basis for the remainder of 2007 to continue the HISPC work in the form of managing and funding HISPC subcontractors? implementation plan(s). This new work is intended to be a preparatory step for a future full and open competition planned for late 2007 to fund the coordination and facilitation of regional and multi-state privacy and security solution development for electronic health information exchange. Given RTI?s experience, unique position, and relationship with the 34 state subcontractors that make up HISPC ? which subcontracts would need to be renegotiated if another contractor were awarded this extension ? the Government believes that RTI is the only source through which this work could be carried out without delay and interruption in the time frame specified above. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirements as described above. No solicitation document is available. Capability statements should be submitted within 11 days of the publication of this synopsis to the contact point and address given above.
