FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US Patent & Trademark Office is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. Note: Cartridges are a combination of OEM and remanufactured cartridges. Brand Name Justification The planned procurement supports the newly established USPTO Tele-work and Patents Hoteling Programs. This procurement will also support the anticipated growth of the Patents Hoteling Program in FY2007 and for the next five years. The Patent Information Technology Product Support Division (PITPSD) provides Automated Information System (AIS) support for the USPTO and users of AIS used in the patent examining process and organizations, 1) desktop and tele-work systems, 2) OA hardware and software deployments, 3) network infrastructure configuration support, 4) AIS operational support and user training, 5) Automation consumable product procurement, 6) Asset Management, budgeting, and financial management. Currently, PITPSD provides toner cartridges for approximately 7,000 printers of which 1,500 are deployed to remote sites used by the patent hoteling participants. The work-at-home participants are provided with either a Dell 1600n or 1815n printer as part of the hardware configuration. Initially, all toner cartridges provided to the participants were new. As replacement toner was requested, PITPSD provided remanufactured brands, which resulted in a matrix of printer problems, hardware failures and loss of examining production time. The toner problems required the hoteling participants to make unscheduled visits to exchange the bad toner and in multiple cases they experienced the exact problems with the second remanufactured cartridge. The problems are well documented in a series of helpdesk tickets and e-mail correspondences. Because of these widespread adverse results, PITPSD requires the Dell brand name toner for the Dell 1600n and 1815n printers - which has solved the Dell printer problems for the Telework and Hoteling participants. The Dell brand name toner is also required because any product used in Dell printers other those manufactured by Dell may void the warranties. Moreover, the severity of printer problems is exacerbated by the fact that USPTO technical support for the Dell printers is not available at the 1,500 remote relocations.
