- Defense Supply Center Philadelphia is considering two Space Heater NSNs for a long-term contract with a two year base period and three 1 year options. The anticipated issue date of solicitation SPM8EB-07-R-0007 is 16 April 2007 with an estimated closing date of 29 May 2007. The following items will be included on the proposed solicitation: NSN 4520-01-444-2375, SPACE HEATER ARCTIC, made in accordance to specification MIL-PRF-44494A, has an annual estimated quantity of 700 each. NSN 4520-01-478-9207; SPACE HEATER SMALL, 12,000 BTU, made in accordance to MIL-PRF-32197, has an annual estimated quantity of 500 each. Please note that the annual estimates and technical data may be revised at the time of the solicitation to provide the most accurate and up to date information possible. This procurement will be unrestricted. Numbered Note 12 applies to this procurement. A Product Demonstration Model for each NSN will be required as part of any proposal submission, on the closing date of the solicitation. Additionally, First Article Testing, Conformance Testing and source inspection applies to both NSN?s. This procurement will have Direct Vendor Deliveries to locations throughout the Continental United States. The following deliveries will apply for each NSN: 1 each to 50 each will be delivered in 5 calendar days, 51 each to 250 each will be delivered in 30 calendar days and quantities of 251 each and higher will be delivered in 90 days. Pricing will need to be given for each quantity range. Pricing will be submitted up front for each base year and each option year. Only FOB Destination pricing will be acceptable. The solicitation and specifications, once issued, will be posted on the DLA DIBBS website at https://www.dibbs.bsm.dla.mil/. The performance specifications are currently available through the ASSIST application that can be accessed via the DIBBS DOD specifications and standards section. All responsible sources will then be able to submit a proposal which shall be considered by DSCP. The solicitation will not be based on an all or none basis and proposals made on this basis will not be considered. This solicitation will allow for multiple awards and evaluation will be based on each individual NSN, independently of the proposals for the other NSN. This proposed procurement supersedes the solicitation notice SP0570-06-R-0131 previously announced on FEDBIZOPPS. Additional procurement(s) may be issued in the future for other NSN?s listed in the SP0570-06-R-0131 announcement.
