- Description: See numbered note: 12 and 26. NSN 2540-00-319-5981, pressure head, fir extinguishing system being procured in accordance with Army (19207) source controlled drawing 8720283 and all related data. The only approved sources at this time are Kidde (61423) P/N 840194; Grinnell Fire Protection (04826) P/N 82450; and, Kidde Fenwal (0KDP7) P/N 840192. The total quantity being procured is 1330 each going to (W25G1U) New Cumberland, PA 17070-5001. There is a 100% option in the solicitation. This solicitation and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date 4/13/07. Hard copies of this solicitation are not available. Technical drawings/bid sets are available after the issue date via e-mail at cddwgs@dscc.dla.mil or via voice mail to a 24-hour request line at 614-692-2344. Requests should include the RFP number, opening/closing date, NSN, purchase Request Number (e.g. YPC/YPE), buyer?s name and your complete name and address. FEDERAL, MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. This acquisition is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, past performance, socioeconomic, and JWOD as described in the solicitation. The required delivery is 200 days. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
