Description
The Defense Information Systems Agency intends to enter into negotiations with Able Communications Technology Corporation, 14 Pidgeon Hill Drive, Sterling, VA, a small veteran owned business, for engineering and help desk support for the Ultra High Frequency (UHF) Satellite Communications (SATCOM) military standards (i.e. MIL-STD-188-181C, -182B and ?183B also known as the Integrated Waveform (IW)). The UHF SATCOM system provides the US Department of Defense (DOD) critical beyond line-of-sight communications for tactical and special forces operations. UHF SATCOM is the only commercial or military system that can operate under all weather conditions and cover. However, the currently implemented UHF SATCOM Demand Assigned Multiple Access (DAMA) waveforms are no longer technologically current, efficient, and effective to fulfill the UHF SATCOM user operational requirements. As part of its Charter, DISA has revised the UHF SATCOM standards to the more technologically capable Integrated Waveform standards, which have the potential of meeting a larger number of critically needed operational requirements. To achieve the IW benefits for current operations, DOD has selected a number of user terminal types to be upgraded to IW on a priority basis. DISA has contracted with those selected terminal vendors to develop software changes that will implement IW in their products. The intended contract is to assist the DISA Narrowband Project Office in the execution of the development, testing, and fielding of the IW capability. The contractor will assist the government in: a. Analyzing and performing any IW waveform modifications that may be needed to support the implementation of IW into the fielded software programmable radios/terminals. b. Developing test plans and procedures for the IW certification testing at the Joint Interoperability Test Command (JITC). c. Designing and fabricating IW channel controller tools for use by the radio/terminal vendors during the IW software development and JITC certification. d. Evaluating and assessing proposed software designs by the radio vendors to implement IW. e. Loading and testing of the developed IW software in the radios/terminals. f. Assessing software installation and radio operating procedures for the IW software. g. Providing help desk support to radio users during initial fielding of the software. h. Assisting in the development and fielding of the IW software in the UHF SATCOM radios/terminals. Able Communications is the only known source capable of completing this work without significant delay and additional cost to the program. RFP HC1047-07-R-0013 will be issued for a base year and four option years for approximately 19,425 hours per year. The anticipated award is fourth quarter FY07. See Notes 1 and 22.
