Description
The District of Columbia Pretrial Services Agency (PSA) is an independent federal investigation and supervision entity within the Court Services and Offender Supervision Agency for defendants who are released into the community while awaiting disposition of their cases in both the D.C. Superior Court and U.S. District Court. PSA has a requirement for the provision of location monitoring services up to 400 defendants under pretrial community supervision implementing Radio Frequency (RF) electronic monitoring with cellular receiver unit for defendants on curfew and home confinement without a landline telephone service. An additional requirement is GPS location monitoring of defendants movements and locations while away from home. The contractor shall provide all personnel, services and equipment. The required services shall include monitoring services and compliance with reporting and confidentiality specifications. The services shall require contractor to install, remove, retrieve and maintain monitoring equipment that is provided as part of the services. The equipment shall not purchased by the agency rather provided as part of the services. PSA will conduct a Pre-proposal Conference. The date and time will be established in the solicitation. Interested sources must register by submitting, in writing, a notice of the organization?s intent to attend and the name(s) of the individual(s) who will be representing the potential offerors at the conference. Registration must be received not later than two (2) business days prior to the conference date. The written notification shall be submitted to the Contracting Officer via facsimile (202) 220-5739, or mailed to the Contracting Officer at: D.C. Pretrial Services Agency, 633 Indiana Avenue, NW, Suite 1153B, Washington, DC 20004. The purpose of the Pre-proposal Conference is for the Government representatives to answer potential offerors questions regarding the technical aspect of the solicitation. Potential offerors must submit those questions in writing to the Contracting Officer at the time of or prior to the Pre-proposal Conference. The Government anticipates the award of a firm-fixed contract. The successful contractor(s) will be selected using a best value approach. The technical criteria will be of primary consideration where as past performance will be equal in importance to price/cost. FAR Part 12 procedures will be used to the maximum extent as the Contracting Officer has determined this as a commercial service. The solicitation documents will be issued on or about May 02, 2007. This announcement is open to all businesses, regardless of size. The primary NAICS code is 335999. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan, or the portion of the work, it intends to subcontract. Negotiations with large businesses will include goals for any planned subcontracting, expressed in percentages of total subcontracting dollars for the use of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns as subcontractors. To be eligible for contract award, interested firms must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. All responsible sources may submit a proposal in response to the upcoming solicitation, which will be considered by this agency.
