- SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR the service and parts to Upgrade of MARS II-L recorder for Edwards Air Force Base, California. The Intent of Award is to Siemens Building Technologies, 10775 Business Center Drive, Cypress, CA 90630-5221; STATEMENT OF WORK; UPGRADE OF MARS II RECORDER; 1.0 Requirement: Upgrade of MARS II-L recorder; P/N 037428-0000REV-B, S/N 01014 to same configuration as MARS II-L; P/N 637428-7000-D, S/N 01501; 2.0 Description; 2.1 Identification of item to be upgraded: MARSII-L Recorder/Reproducer; P/N 037428-0000REV-B; 3.0 Scope; 3.1 The contractor shall upgrade above unit to the same configuration as M/N: MARS II-L; P/N: 637428-7000-D, S/N 01501. This second recorder shall be upgraded to be able to handle the same data that is 8 Mbps streams along with IRIG time.; 3.2 The contractor shall analyze the recorder storage module. To upgrade this unit, the contractor shall disassemble the recorder, and reassemble upgraded parts and software. After this process, the contractor shall check for proper operation of storage module. The contractor shall perform Acceptance Test Procedure (ATP) after upgrade has been completed in accordance with their ATP process.; 4.0 Labor; 4.1 Teardown analysis and upgrade; 5.0 Items to be provided by Government: 5.1 The Government shall hand carry unit to be upgraded and shall pick up from the contractor’s facility when upgrade is completed.; 5.2 The Government shall procure parts required to upgrade unit from the contractor; 1 each High-Rate SBC card; 1 each SCSI Cable; 1 each PS for High-Rate PCM Card; 2 each High-Rate PCMC Card; 2 each Modified DLT 7000 Drives; 3.1 6.0 Special Considerations: The contractor shall warrant upgraded unit for 12 months after tested and accepted; Place of delivery and acceptance is Edwards AFB, CA 93524; Siemens Building Technologies, 10775 Business Center Drive, Cypress, CA 90630-5221 is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items listed above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 12 March 07, a Sole Source purchase order will be pursued with to Siemens Building Technologies, 10775 Business Center Drive, Cypress, CA 90630-5221.
