- This synopsis amends synopsis NNJ07192446R, dated March 14, 2007 to provide a requirement for the Space Vision System (SVS). NASA/JSC has a requirement for a follow-on completion form contract for the essential engineering expertise, systems design and operations knowledge, and the maintenance and production capabilities needed by NASA/JSC to effectively support SVS operational activities related to the Space Shuttle Program. The SVS enables astronauts to perform precise positioning of objects attached to the Space Shuttle and Space Station robotic arms. It accomplishes the positioning by processing camera video and generating positioning information for display to the robotic operator. The SVS is planned to be awarded as part of the same contract as the Laser Camera System (LCS). NASA/JSC intends to purchase the items from the Canadian Commercial Corporation (CCC)/Neptec Design Group Limited on a sole source basis. CCC/Neptec is currently providing support under contract NNJ06VA03C. The period of performance for this contract is December 12, 2005 through November 30, 2007. Neptec has also performed this effort under contract NAS9-01183. The period of performance of this contract was October of 2001 through December of 2005. Current market research indicates that Neptec is the design authority and sole manufacturer of the SVS, and has exclusive licenses from the National Research Council for the patents involved in the equipment. The technology involved in the SVS is highly specialized and Neptec has uniquely qualified staff to manufacture and support the equipment within the time constraints of the Shuttle flight manifest schedule. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
