Description
NASA/JSC has a requirement for Mark III spacesuit hardware components. The required components include a lightweight, aluminum waist joint ring, adapter rings, and a pivot elliptical waist shaft. NASA/JSC intends to purchase the items from Air-Lock, Inc. The Mark III spacesuit, also known as the H-Suit, is an advanced configuration spacesuit. It is a hybrid configuration composed of hard elements (such as a Hard Upper Torso (HUT) and brief) and of soft components (such as single-axis fabric elbows, knees, and ankle joints that enable walking). Additional areas of mobility features of the suit include a rolling convolute waist joint and use of bearings in multi-axis mobility joint systems. The suit is entered through a hatch on the back of the HUT (rear-entry suit). NASA owns the current Mark III spacesuit and the spare hardware that will be assembled into the second Mark III suit. However, NASA is missing critical hardware components for assembling the HUT to the brief elements. The missing hardware components include a lightweight, aluminum waist joint ring, adapter rings, and a pivot elliptical waist shaft. Air-Lock, Inc. previously designed and fabricated these hardware component elements for the first Mark III spacesuit. NASA owns the drawings for these components but does not own proprietary methods for fabrication of these parts. Air-Lock owns the proprietary manufacturing process and tooling to produce these parts. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/12/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
