Description
NASA/JSC has a requirement for a five-year, follow-on contract for the Space Shuttle Program (SSP), Remote Manipulator System (SRMS) support. This is a completion-form contract to provide program management, logistics, maintenance, overhaul and repair, hardware development, essential engineering expertise, system design, operations knowledge, and production capabilities needed by the NASA Johnson Space Center (JSC) to effectively support SRMS and Inspection Boom Assembly (IBA) operational activities related to Space Shuttle and Space Station programs. NASA/JSC intends to purchase the items from the Canadian Commercial Corporation (CCC)/ MacDonald Dettwiler, and Associates Ltd. (MDA) on a sole source basis. The existing contract number is NAS9-03045, which expires on December 31, 2007. The follow-on contract is planned to begin on January 1, 2008. MDA has also performed SRMS work under contract NAS9-97220 (January 19, 1998 through December 31, 2002) and contract NAS9-18552 (January 1, 1992 through December 31, 1997). Current market research indicates that MDA, by virtue of being the designer, developer, and manufacturer of the SRMS from its inception date, has acquired a unique level of expertise and corporate knowledge necessary to provide the required program support that is currently not available from any other source. MDA has gained extensive experience from fabricating the qualification and flight systems and from the redesign and requalification of SRMS replacement components required after STS-51L. MDA has the documentation, equipment, facilities, and the personnel expertise required for all areas of program support to the SRMS. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
