Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-07-10277, and the solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The associated North American Industry Classification System (NAICS) Code 811219, which has a size standard of $6.5M to qualify as a small business. The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Canberra Industries for hardware and software maintenance per FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement (including any past performance information) or submit proposals prior to the offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. This solicitation and any subsequent amendments will be posted to the EPA/RTP-POD website at http://www.epa.gov/oam/rtp_cmd. A firm-fixed priced order will be awarded as a result of full and open competition using Simplified Acquisition Procedures. This procurement is for a site maintenance/repair contract for a suite of Canberra hardware equipment and supporting software that performs radiological gamma and alpha spectroscopy at the EPA/Las Vegas laboratory. The period of performance will be award until 12/31/07 with options for three (3) additional years. Details of the equipment/software can be found at http://www.epa.gov/oam/rtp_cmd. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial Items, and 52.212-2, Evaluation - Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) technical capability: submit a brief summary of your ability to maintain the Canberra equipment/software, (2) past performance: provide three to five references which demonstrate that you have previous experience performing similar maintenance on Canberra equipment/software, including telephone number, name of contact, service provided to them, and date(s) service was provided, and (3) price. For this RFP, all evaluation factors other than cost or price when combined are significantly more important than cost or price. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-1, Buy American Act - Balance of Payments Program-Supplies; and 52.232-34, Payment by Electronic Funds Transfer. Price and technical information should be submitted separately. The completed Representations and Certifications should be included with the price proposal.
