- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial items: MK 54 REXTORPs All-up-Round (AUR) units, approximate quantity of 57 in the base year; including the manufacture of the following MK 54 REXTORP spare shell sections: MK 54 REXTORP Nose, approximate quantity of 2 in the base year; Forebody Fwd Machining & Weldment, approximate quantity of 6 in the base year; and Forebody Aft, approximate quantity of 6 in the base year. Quantities required in the option years may vary and will be as specified in the solicitation. The solicitation number for this requirement when issued will be N00253-07-R-0023. The resultant contract will be firm-fixed price and will include a base plus four option years. The applicable NAICS code for this requirement is 332993 and has a size standard of 1500 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are rest ricted by the Arms Export Control Act and are ONLY available to vendor?s/contractor?s appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Restricted Drawings and Technical Information are only available by accessing a secure website known as Federal Technical Data Solutions (FedTeDS). FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fed teds.gov) by clicking on the "Register with FedTeDS" hyperlink then se lect the option ?Begin Vendor/Contractor Registration Process?. The procurement is unrestricted. Large business are required to submit a Small Business Subcontracting Plan with their offers. It is anticipated that the solicitation will be available for download on or around 13 April 2007. The closing date of the solicitation will be 14 May 2007, unless a later date is specified in the solicitation. The RFP is posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive a nd result in rejection of the same.
