Description
This procurement is for one solicitation resulting in the award of one firm-fixed price construction contract. The 100% Plans and Specifications Request for Proposal (RFP) procedures will be utilized for this procurement. This project consists of 15,996 gross square meters (172,000 sq ft) of renovation construction for a Renovation of Bldg. 3700, at the Marine Corps Logistic Base, Albany, Georgia. Renovation of Building 3700 is a three story facility at MCLB Albany GA, including: 1) abatement and handling of hazardous/regulated materials; and 2) new construction of stairs and elevator towers. This renovation will be accomplished while the building is occupied and the construction will be phased construction per floor over a three to four year period. Construction management systems and personnel staffing of the Contractor must be able to provide adequate support to address the environmental and material issues of an occupied building during construction. The contractor selected as the best value to the Government will be required to begin within 15 days of contract award which is expected in the third quarter of FY-07. Contract completion will be of 1365 calendar days from date of contract award and will be phased with independent liquidated damages as discussed in paragraph F. below. The estimated cost of the contract to be awarded under this acquisition plan is between $14,940,000 and $16,600,000. The Government will award a Firm-Fixed Price Contract resulting from the solicitation to the responsible, responsive offeror whose proposal conforms to the solicitation, and considered to be the best value to the Government, price and technical factors considered. Capability of Performance: The awardee will be responsible for the construction, renovation, and phasing per floor of this contract in accordance with the specification. Timely response and quality performance are of high importance. Contractors must have the management, technical capability, and resources to perform the contract requirements and meet the completion dates per floor renovation. The contractor must demonstrate the ability to execute a contract with a highly qualified experienced Team. Delivery or Performance Period Requirements: The full contract performance period will be 1365 calendar days from date of contract award. The construction will consist of six (6) phases. Each construction phase will have its own completion time and liquidated damages. The construction of the stairs and elevator tower can be performed during any one of the below construction phases. The specific phasing plan is as follows: Phase A: 0 to 90 calendar days after contract award, the Government will relocate building tenants out of the first floor. The contractor will meet all pre-construction contract requirements. No liquidated damages will be assessed during this phase. Phase B: 91-455 calendar days, the Contractor will renovate the first floor of Building 3700. Liquidated damages in the sum of $3,400 will be assessed for each calendar day of delay until the work is completed. Phase C: 456 to 545 calendar days, the Government will relocate building tenants into the newly renovated area and evacuate the second floor. No liquidated damages will be assessed during this phase. Phase D: 546-910 calendar days, the Contractor will renovate the second floor. Liquidated damages in the sum of $2,300 will be assessed for each calendar day of delay until the work is completed. Phase E: 911 ? 1000 calendar days, the Government will relocate building tenants into the newly renovated area and evacuate the third floor. No liquidated damages will be assessed during this phase. Phase F: 1001-1365 calendar days, the Contractor will renovate the third floor. Liquidated damages in the sum of $2,700 will be assessed for each calendar day of delay until the work is completed. If an earlier completion time is proposed, that schedule will be used to calculate contract completion. All Insurance must be received prior to on-site work. Payment and Performance Bonds shall be forwarded within 15 calendar days from contract award. The Request For Proposal will be issued on or about 13 April 2007, with a proposal due date on or about 21 May 2007. THE SOLICITATION WILL BE ISSUED ON AN UNRESTRICTED BASIS. The Federal Supply Code is Y199, Construct Misc Bldgs. The NAICS Code for the proposed acquisition is 236220, Commercial and Institutional Building Construction, and the small business size standard is $31 Million. A pre-proposal conference and site visit has been tentatively scheduled for 19 Apr 07, 0930 hours, at ROICC MCLB, 5500 Walker Ave, Albany GA, 31704.
