- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement to Bell Helicopter Textron Inc. (BHTI) for the necessary engineering and logistics support required to integrate the Optimized Topowl into the H-1 Upgrades Aircraft. The Optimized Topowl is replacing the Basic Topowl currently provided to BHTI as Government Furnished Equipment. As such, aircraft drawings, logistics documents, and aircraft change kits will need to be updated to support the revised GFE. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the sole designer, developer, manufacturer and system integrator for the H-1 aircraft. BHTI is the only known company with the peculiar knowledge, in-depth experience, technical data, tooling and test equipment to provide the necessary integration support. See note 22.
