- The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Kansas State University (KSU) of Manhattan, KS, for research and development associated with production of soy adhesives for military packaging. This research effort is a modification to an existing contract that will focus on the reproducibility, processing conditions, and quality of soy adhesives under a variety of parameters, including pH, temperature, stirring speed, reaction time, composition, and other factors. The rationale for other than full and open competition is that this research is a logical follow-on to previous efforts performed by KSU that can best achieve successful results by continued utilization of the KSU technical resources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all comments received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please refer to numbered note 25.
