Description

his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-07-T-0393. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-07. The North American Industry Classification System (NAICS) is 339111 and Small Business size standard is 500 employees. The government intends to award a firm-fixed price Purchase Order resulting from this combined synopsis/solicitation to be delivered at Aberdeen Proving Gro und, MD for the following items: CLIN 0001 - 30,000 LB CAPACITY 22 HORIZONTAL CLEARANCE. THIS LOAD MEAUREMENT MACHINE IS NEEDED TO MEASURE THE FORCE OF PROECTILE PULLES FROM CARTRIDGE CASES FROM MEDIUM CALIBER AMMUNITION ROUNDS. THIS WILL BE MOUNTED ON TH E CONSOLE OR HANDHELD WITHIN A 6 FOOT RADIUS OF THE CONSOLE. THE MACHINE SHOULD BE OPERATED IN THE MANUAL MODE OR CLOSED-LOOP MODE FOR SPEED VIA THE HANDHELD TERMINAL WHICH CAN BE CONFIGURED VI A MENU-DRIVEN USER INTERFACE. - 1 EACH. CLIN 0002 - EXPLOSION PROOF LOAD FRAME - 1 EACH. CLIN 0003 - NON-METALLIC SCREW COVERS TO PREVENT DIRT AND GRIT FROM CONTAMINATING SCREW THREADS - 1 EACH. CLIN 0004 - TEST NAVIGATOR STANDARD SOFTWARE UPGRADE FOR USE WITH MACHINES. THIS SOFTWARE IS TO BE USED FOR DATA ACQUIS ITION AND, IF THE MACHINE HAS THE APPROPRIATE SERVO SYSTEM OR FOUR-QUADRANT DRIVE, FOR CLOSED LOOP MACHINE CONTROL. IN ADDITION, SOFTWARE SHOULD INCLUDE THE FOLLOWING: USE OF SQL 2000 DATABASES; USER CUSTOMIZED REPORTS; STANDARD SPC PROGRAMS FOR X-BAR, R AND FREQUENCY DISTRIBUTION/HISTOGRAMS; THE ABILITY TO RECALL, RE-PLOT AND RESCALE CURVES; SELECTION OF AVAILABLE STANDARD TEST MODULES FOR A VARIETY OF TESTING APPLICATIONS; THE ABILITY TO RECALL TEST INFORMATION SPANNING TEST MODULES; USER CONFIGURABLE MA CHINE PARAMETER AND CONTROL SETTINGS. - 1 EACH. CLIN 0005 - TEST NAVIGATOR METALS TENSILE MODULE - ADDITIONAL METALS TENSILE TEST MODULE FOR TEST NAVIGATOR SOFTWARE- 1 EACH. CLIN 0006 - CLOSED LOOP CONTROL. SYSTEM SHOULD BE ARRANGED FOR CLOSED-LOOP FEE DBACK MACHINE CONTROL OF LOAD/STRAIN/POSITION. THE TESTING MACHINE MUST POSSESS EITHER A SERVO CONTROL LOADING SYSTEM FOR A HYDRAULIC MACHINE OR A 4-QUADRANT MOTOR DRIVE SYSTEM FOR MECHANICAL MACHINES. CLIN 0007 - INSTALLATION AND SERVICE FOR NEW MACHINE S. CLIN 0008 = TERMS AND WARRANTY. The contract will be awarded to Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor.
