- The FAA William J. Hughes Technical Center's Flight Safety Branch intends to award a single source contract to ONERA (Office National d'Etudes et Recherches A??rospatiales) for two days (17 hours) of aerodynamic testing on a full scale model in the F1 Wind Tunnel in Toulouse, France. This requirement is being processed using limitation of sources to a single source as provided for under the Federal Aviation Administration Acquisition Management System (FAAAMS) Sections 3.2.2.2 and 3.2.2.4. The model is a 2D rectangular wing having a NACA 23012 airfoil cross-section, weighing approximately 2,300 Kg (5,060 lbs). The chord length is 1828.8 mm (72.00 inches) and the span is 3492 mm (137.48-inches). The scope includes testing at conditions with flight Reynolds numbers with Mach number independently controlled. A market survey conducted determined that the F1 tunnel is the only facility that can both accommodate the model and achieve flight Reynolds numbers while independently controlling Mach number. The survey taken researched the following tunnels in the United States and Canada and found them to unaccomadate the 12 foot model and couldn't control Reynolds number and Mach number independently: University of Illinois at Urbana-Champaign (UIUC) Low Turbulence Pressure Tunnel (LTPT) at NASA Langley Kirsten Wind Tunnel at University of Washington Beech Wind Tunnel at Wichita State University Glenn L. Martin Wind Tunnel at University of Maryland The 0.3 M Transonic Cryogenic Tunnel at NASA Langley Trisonic Blowdown Tunnel of the Nat'l Research Council of Canada Any questions should be submitted in writing to the Contracting Officer, Jeanine Passetti via email at jeanine.passetti@faa.gov.
