Description
The Federal Aviation Administration (FAA), New England Region, is conducting a Market Survey to identify contractors with the requisite experience in providing armed guard services at service for the following three (3) locations, Air Route Traffic Control Center (ARTCC) , Nashua, NH; Boston Consolidated TRACON, Merrimack, NH and FAA Administrative facility, 11 Murphy Drive, Nashua, NH. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. All interested parties are advised that FAA will not pay for any information or any administrative costs incurred that are associated with any responses received from the companies responding this Market Survey/Request for Information. Failure to respond to the Market Survey/Information will not result in exclusion from any future competition. We are conducting this market survey to obtain the information necessary to determine that adequate competition exists for the armed guard services as described herein. Any information provided under this market survey is for FAA internal use only, and will not be released to the public. Any proprietary information submitted must be marked as proprietary, and will be protected accordingly. There is a mandatory start date of June 1, 2007. The base year is from June 1, 2007 through September 30, 2007. There are two (2) one year option years, October 1, 2007 through September 30, 2008, and October 1, 2008 through September 30, 2009. The Contractor must provide all labor, equipment (other than Government furnished equipment), uniforms, transportation and supervision to provide Armed Security Guards services 24 hours a day, 7 days a week, including weekends and Federal holidays. Services required for the 3 facilities are the same - Two guards, 7 days per week, 24 hours per day in 8 hour shift increments. Additionally, a supervisor must be on duty from 0800 to 1600 daily. The second guard on the evening shift, 1600 through 2400, will act as watchman/guard conducting patrols of the interior of buildings, grounds/perimeter fence, and the exterior of buildings/facilities as prescribed. Qualifying Criteria as follows: 1. The vendor's primary business must be providing contract armed security guard services. 2. The vendor must have at least 5 years of documented experience in the field of contract security services. 3 of the 5 years of experience must include providing armed guard services at Government facilities of similar size as FAA security level 3 and 4 facilities. 3. The vendor must ensure all guards meet state and local licensing requirements and hold applicable licenses. 4. The Contractor to whom award is made must be capable of meeting the FAA's mandatory start date of June 1, 2007. All responses are to be provided on your Company's letterhead. Past performance information must list the Name of the Government Agency, the Contract Number, the Government Point of Contact and a Telephone Number, the total length of the Contract and the Contract performance period (include base year and all option years), and the Total Dollar Amount. Financial information is also required. Financial information must include your Company's most recent Financial Statements covering the past 2 calendar years, letters of credit from your Bank(s) and all other supporting information that shows that your Company is financially responsible. Gross, Acquisition Branch, ANE-55 MG by April 5, 2007. The Government anticipates awarding one contract for the three facilities. The NAIC code is 561612; Size Standard is $17.0M. This procurement will be open to all qualified vendors. The estimated procurement value for the subject project is between $3,000,000.00 and $3,500,000.00 for the entire contract period (base year and 2 option years.) Only firms who meet the above referenced qualifying criteria may request a Request for Offer. The Request for Offer will be ready for distribution to all pre-qualified vendors on or about week of April 2, 2007.
