Description
Request for Information OSHA-03-28 The United States Department of Labor (DOL) Occupational Safety and Health Administration (OSHA) is conducting market research for an upcoming procurement requirement for services to provide approximately 100 OSHA area offices information on construction projects in their jurisdiction. The same vendor will also be required to conduct research into construction safety issues. In accomplishing its mission under the Occupational Safety and Health Act of 1970 (OSH Act) to assure safe and healthful workplaces, the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) carries out safety and health inspections at construction worksites in various areas throughout the country. To perform this task effectively, it is necessary: a. To have complete and accurate data on the nature, identity, and location of construction worksites. Construction worksites tend to be very mobile and exist for highly variable periods of time. b. To ensure that the information used to plan construction inspections be comprehensive and objective, so that a neutral selection of worksites may be made in accordance with the OSH Act. c. To ensure that the process used to select construction worksites for inspection is timely and makes the most efficient use of resources. The purpose of this initiative is to assure the achievement of a. through c., and therefore the effective accomplishment of OSHA?s mission to assure a safe and healthful workplace. OSHA is seeking information from industry regarding this requirement. This notice is a Request for Information (RFI) from interested qualified vendors who can provide required support. All contractors doing business with the Federal Government and responding to the RFI shall be registered in the Central Contractor Registration (CCR) database. For further information on this requirement?s background and scope of work, please refer to RFI OSHA-03-28 Attachment 1, entitled ?Statement of Work?. Interested contractors responding to this RFI are required to submit a Capabilities Statement addressing each bullet in the format and order provided below: 1. State company name, address, and contact person information. 2. Provide company?s DUNS Number. 3. Indicate the over-all number of employees the company has. 4. Indicate socio-economic status of the business under NAICS Code 541720. 5. Indicate GSA schedule number if the company can provide required services through GSA schedule contract or state that the company does not have a GSA schedule contract that could be utilized for this requirement. 6) Demonstrate past experience utilizing Dodge Construction Potentials (DCP) data from F.W. Dodge to provide monthly lists about current construction projects. The lists will contain which job sites each OSHA area office will inspect based on criteria provided to contractor. RFI respondents shall describe their experience with: ? Obtaining and maintaining information on construction projects; ? Accurate extraction of information from data using provided criteria; ? Timely delivery of information in an electronic format so that the receiving entity will not have to resort to manual reentry. . Clearly state name of the agency or business, point of contact, contract number, contract date, and contract size (both dollar value and number of full-time people involved in contract work) 7) Demonstrate past experience with construction safety research done in a timely manner. Research and analysis must be conducted by experts in the fields of Construction, Engineering and Safety. Clearly state name of the agency or business, point of contact, contract number, contract date, contract size (both dollar value and number of full-time people involved in contract work), and how long it took to do a survey. 8) Demonstrate past experience with econometric modeling. Development and application of predictive models must be made by experts in the fields of economics and statistics. Clearly state name of the agency or business, point of contact, contract number, contract date, contract size (both dollar value and number of full-time people involved in contract work), and how long it took to do a survey. 9) Demonstrate past experience with developing and conducting statistically valid surveys. Research and analysis must be conducted by experts in the fields of Construction, Engineering and Safety. Clearly state name of the agency or business, point of contact, contract number, contract date, contract size (both dollar value and number of full-time people involved in contract work), and how long it took to do a survey. OSHA does not intend to award a contract on the basis of this RFI or to otherwise pay for the information received in response to this request. The information contained in this RFI is based on the best and most current information available to date, is subject to change, and is not binding on the Government.
