- AMENDMENT 7 UNITED STATES POSTING OF AN AMENDMENT TO SOLICITATION SA13017RP0007 This is an amended Solicitation Notice for an OMB Circular A-76. Revised, May 2003. Public-Private Competition to provide Commercial Photography performed with the Office of Public Affairs located in Washington, D.C. Please reference OMB Circular A-76 Page B-5, Paragraph 2 - Time Limit. If an agency cannot complete an announced streamlined competition within the time limit, the agency shall either convert the streamlined competition to a standard competition or request an additional extension of time from OMB using the deviation procedure in paragraph 5.c. of this circular. SA13017RP0007 is hereby converted to a Standard Competition. All Standard Competitions shall include the conversion differential. The conversion differential is a cost that is the lesser of 10 percent of the MEOs personnel-related costs (reflected on the Standard Competition Form (SCF- Line 1) or $10 million over all the performance periods stated in the solicitation. All offerors who submitted a proposal by the response date for this solicitation SA13017RP007 will be given an opportunity to revise their offer during discussions.
