Description
W91GER-07-R-0003 AMENDMENT 03 COIN CFE, CAMP TAJI, IRAQ Joint Contracting Command-Iraq/Afghanistan, Iraq Contracting Operations, Specialized Contracts Division, is issuing, concurrent with this notice, a commercial firm-fixed price contract at the Counterinsurgency Center For Excellence (COIN CFE) school to support Multi-National Security Transition Command - Iraq (MNSTCI-I) and its Major Subordinate Commands (MSCs). The requirement is to provide and assist in instructional training for counterinsurgency lessons and tactics to coalition forces in Iraq. The solicitation will result in a single contract with a base period of 1 year and 2, 1-year option periods. The contractor is required to provide all labor and other essential requirements included in this Statement of Work (SOW) to support the Counterinsurgency (COIN) Center for Excellence (CFE). The COIN CFE provides graduate-level and high quality education and training for Brigade Combat Team or Regiment, battalion and company -level leaders of Coalition units and brigade and battalion-level leaders of Transition Teams (MiTT/NPTT/BTT) and the Brigade, Battalion, company and platoon-level Iraqi Security Forces (Iraqi Army (MOD) and Iraqi National Police (MOI)) with a fundamental understanding of COIN principles and imperatives, lessons learned and TTPs required to execute full-spectrum operations in the Iraqi Theater of Operations. The contractor?s primary responsibilities shall include providing high quality, graduate?level instructional support and educational and training development support to the COIN CFE. The COIN CFE will be located in Taji, Iraq, and may change locations as the COIN CFE matures. The solicitation contains the statement of work and organizational structure of the contract. Contractors are requested to pay particular attention to solicitation proposal submission instructions.
