- The United States Marine Corps, Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS) Optics and Non-Lethal Systems (ONS) intends to procure on a sole source basis with award of a sole source Firm Fixed Price contract to L3 Communications EO Tech, Inc., 3600 Green Court, Suite 400, Ann Arbor, Michigan, 48105, for procurement of 4,200 Holographic Weapons Sights (HWS), Model M553.A6. The reason justifying other than full and open competition is that L3 Communications EO Tech, Inc., produces the only system capable of meeting the requirement with the specific variant needed. Under the authority of U.S.C. Title 10 2304(d)(1)(B) Contracts competition requirements and pursuant to FAR 6.302.1(B)(1)(i), when there is a reasonable basis to conclude that the agency?s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. L3 Communications EO Tech, Inc. is the original equipment manufacturer and the vendor of the HWS M553.A6 that can provide the required equipment with the variant to facilitate standard AA batteries, which best meets the Government?s needs and current mission requirements. It is essential that the Government uses the original equipment manufacturer to purchase the systems and incorporate the variant needed. L3 Communications EO Tech, Inc., has the proprietary rights to the systems and can incorporate the required variant to the systems. L3 Communications EO Tech, Inc., is the only source that can meet the Government's requirement in quality and time. This announcement is not a request for competitive quotations; however, if you believe that your company can provide the required items, please call or e-mail the Contract Specialist. The Government anticipates contract award on or about 23 April 2007. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully qualified to fulfill the PG-13 IWS/ONS Program requirements.
