Description
The Naval Sea Systems Command is conducting market research to determine the existence and interest of sources to provide a Landing Craft Utility (LCU) in accordance with the performance specifications. A technical and price proposal will be required in the event an official RFP is released. . The craft will be procured for the Government of Kuwait under a Foreign Military Sales Case and will operate within Kuwaiti waters. This notice is not a request for proposal. (RFP), and no solicitation is available at this time. This is for information purposes only so that potential sources may be identified. </p> Anticipated Scope of Work: The Landing Craft, Utility (LCU) will function as a transporter of ISO containers, personnel, general and vehicular cargo. These mission functions will be conducted from ships at anchor, from ports, and/or from improved or unimproved beaches. This LCU will be designed to accept or discharge a load either by crane over the sides, or via a bow ramp on a moderate beach gradient (gradients of between 1:15 to 1:30). </p> The LCU will be constructed and classed in accordance with ABS "Rules for Building and Classing Steel Vessels Under 90 Meters in Length" plus "Part 2 Rules for Materials and Wielding Supplementary Requirements for Naval Vessels". The Class Notation will provide an unrestricted self-propelled ocean service vessel with hull, machinery, and systems that comply with ABS requirements for Vehicle Carriers with an automated bridge capable of monitoring and controlling an unmanned propulsion machinery spaces plus maneuvering thrusters, Integrated Navigational Bridge, and with multiple segregated propulsion and steering compartments capable of powering the vessel at reduced speed on a single propulsion system. </p> Other specific characteristics of the craft are as follows: </p> - Overall Length shall not exceed eighty (80) meters with a maximum beam not to exceed twenty (20) meters Note 1; - Cargo Capacity of not less than three hundred fifty (350) short tons; - Cargo Deck Arrangement with the capability to load over the bow with a minimum deck capacity for five (5) M1A2 Main Battle Tanks, or a cube of twenty-four 20-foot ISO containers double stacked arranged such that they can be off-loaded via the bow ramp, and a minimum of three (3) vehicle lanes of 98-inches wide with a combined width of 30-feet; - Operational speed of not less than twelve (12) knots at Full Displacement utilizing ninety-five percent (95%) of rated engine power; - Range of not less than 6000nm at the most economical speed at or above ten (10) knots with LCU with maximum cargo capacity Note 2; - Endurance of not less than twenty one (21) days; - Propulsion shall consist of at least two (2) marine MTU commercial diesel propulsion engines, continuous power rating, geared with reverse; two (2) propellers; - Auxiliaries shall include two (2) Generator Sets and bi-directional bow thrusters; - Electrical shall include a primary generation and distribution system and a shore power connections rated at 220 volts, alternating current at 50 Hertz (Hz); a secondary shore power connection for 60 Hz service that is adaptable to the LCU's primary distribution systems; - Communications will include commercial VHF marine radios Note 3; - Crew Size is composed of fifteen (15) personnel; three (3) Officers and ten (10) Petty Officers and Ratings plus foreign national cooks; - Accommodations shall provide for the crew plus four (4) guests in a Single Stateroom with office for Commanding Officer (CO); Double Staterooms for junior officers; bunkrooms for the Petty Officers and Ratings and unique accommodation for the cooks; - Galley and Messing shall include a separate Wardroom for the Officers and guests; and a facility for the Petty Officers and Ratings; - The LCU will be equipped with two (2) small boats, one (1) light duty transportation craft and one (1) rigid hull inflatable hull; - The LCU will be have a minimum rated 8 metric ton crane at a 15-foot reach to be utilized to load light cargo and to low and recover the LCUs small boats; - 2-year of spares and repair parts for the LCU plus support equipment for both the LCU and its shore support facility; - Each crew will be provided with familiarization training for in the operations and maintenance of the LCU. A familiarization training class is composed of twenty-six (26) students and will be conducted upon delivery of the craft in country. The training will include familiarization and demonstration of all LCU systems, orientation on maintenance procedures, including repair capabilities of the craft; and familiarize the crew on the underway-operational characteristics of all LCU equipment and functional missions. Functional missions include the demonstration of cargo loading and unloading, load planning, and beach operations. Representatives from the prime contractor and their major equipment vendors will conduct the class over forty-five (45) days. </p> Note 1: The maximum size and width listed is the maximum length and width of the Kuwaiti Synchrolift. The LCU shall be of a size that can accomplish ALL of the requirements. </p> Note 2: The 6000nm range is a projected one or two time event in the life cycle of the LCU. Two types of fuel tanks may be provided. One set of tanks that are sized for continuous underway operations for 5 days (Day Tanks or Service Tanks). The second set of tanks is to be considered bunker fuel. In calculating the 6000nm fuel requirements, the weight of the bunker fuel shall be subtracted from the cargo capacity. </p> Note 3: A military communications system and weapon system will be added to the design. This information will be provided after the selection of a vendor. The communication weapon system will be government furnished information and materials </p> . Note 4: A more detailed specification may be requested by writing to the point of contact at the end of this notice. </p> Quantity: (a) It is anticipated that two (2) crafts may be procured, with the total quantity to be delivered FOB origin at the contractor?s facility. In addition to the vessels, the contractor shall also provide One Lot each of (b) Repair Parts, Special Tools and Test Equipment for depot level support, (c) crew training in the operation and maintenance, (d) Contractor Warranty Engineer for up to 1 year for each craft after delivery to Kuwait and (e) Provisional Items Ordered </p> Delivery: The vessels are to be delivered FOB origin at the contractor?s place of performance for LCU #1 by Dec 2008 and LCU #2 by Sept 2009. They may be delivered simultaneously. </p> Responses to indicate expression of interest need to provide the following: </p> (a) The name and address of the contractor and where such crafts would be built; </p> (b) Point of contact including name, title, phone, and email addresses</p> (c) CAGE Code and DUNS of the anticipated location where the vessels would be built</p> Response: Email responses or inquiries should be sent to Ms. Suzanne Blagg, Suzanne.blagg@navy.mil..
