Description
The NAICS code for this requirement is 541511 and the size standard is $23 million in gross annual receipts averaged over the previous three 1-year accounting periods This announcement is not a request for proposals and there is no solicitation available. The Bureau of Reclamation (Reclamation), Contracts Group, intends to negotiate a sole-source contract for a performance period up to five years (the type of contract will be addressed during negotiations) under the authority of FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements", with the University of Colorado, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES). CADSWES shall provide enhancements, support, and maintenance of "Riverware" a river modeling software, and Hydrologic Database (HDB) for Reclamation's Upper Columbia Area Office. The development of the Riverware and HDB were initiated through a joint program between Reclamation and US Geologic Survey entitled, "Watershed and River System Management Program (WARSMP), which included the agreement that CADSWES retains the commercial rights to the software. The object of the program was to develop and implement computer models and a fully integrated data management to help water managers and water users increase the environmental, economic, and social benefits of water systems. These systems and existing and prospective models will be used for studies in future decades to model hydrology and computer impacts including those to the fish. Continued use is dependent upon the availability of technical support, training, and enhancements to the Riverware and HDB.
