Description
Sources Sought/Market Survey US Army, C-E LCMC and Acquisition Center, Fort Monmouth, NJ 07703-5000 This is a market survey to locate sources for Logistics support for the Prophet Block III Spiral 1 Prophet Sensor, AN/MLQ-40(V)4 and Block III Spiral 1 Prophet Control, AN/MSW-24. This effort is to provide Spares Packages, Depot Level Support, and Fielding / New Equipment Training (NET) for the Prophet Block III Spiral 1 Prophet Sensor, AN/MLQ-40(V)4 and Block III Spiral 1 Prophet Control, AN/MSW-24. The proposed acquisition is for a five year Firm Fixed Price and Time and Materials Contract. Indefinite De livery/Indefinite Quantity (IDIQ) contract. Initial spares packages and NET trainers are required not later than 60 days after contract award. The Spare packages shall include repair parts and assemblies needed to support seventy one (71) brigade combat te ams (BCTs). These spare packages consist of classified items. Suppliers/Offerors who provide verification of their security clearance may request a copy of the classified and unclassified list of spares, a draft SOW will be available at your request. This effort also includes providing Fielding and NET training to an average of three brigade combat teams (BCTs) per month. The duration of NET training (Operator/Maintenance and Repair) will be 4 weeks and consist of 3-6 man teams both CONUS, OCONUS and in OIF and OEF. Trainers will be required to have current TS/SCI clearance with Annex P approvals from NSA. In addition this effort will include Depot Level Support to include maintenance and repair of the Prophet Systems. The Prophet Block III Spiral 1 Sensor/C ontrol System will provide the Army with an enhanced SIGINT capability, which provides force protection information in a direct support role; either stationary, or at-the-short-halt and on-the-move concept of operation. The system has the capability to det ect, monitor, identify and selectively exploit Radio Frequency (RF) signals. The exploited signal data can be relayed via voice or data through the communications transceivers. The system has a networking capability with other similar assets to coordinate target information. The Prophet Sensor is mounted on a M1165A1 B(3) High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) that tows a M1102 Light Tactical Trailer-Heavy (LTT-H). The Prophet Control consists of two vehicles; the system electronics and crew lo ad are mounted or carried within one armored 4-door Mll65A1 B(3) High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs). The second vehicle transport is for two soldiers and the tow of the Trojan T-LITE trailer satellite terminal installed on an M1102 LTT-H . L-3 Communications Titan Corporation, Linkabit Division, 3033 Science Park Road, San Diego, CA is currently under the C-E LCMC, DAAB07-01-C-L539 contract to produce these systems. The Prophet System is a low density system, so it was determined by the G overnment that it would not be cost effective to procure a complete technical package. Therefore, not all detailed technical data for the manufacture/repair or acceptance of these items is available from the Government. Potential sources are requested to s ubmit a statement of their interest along with a description of their proposed approach and experience in providing the type of service requested by this market survey within 15 days from the posting date of this notice. The responses shall include documen tation that demonstrates that the offeror can, in fact provide the Spares Packages needed, Depot Level Support showing their repair capability to include the required data, software, equipment and facilities for the repair service, Field Support and New Eq uipment Training. This is not a request for proposals; however, all information received by the due date will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice i s solely within the discretion of the Governmen t. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Prophet system will include capabilities which operate up to the SECRET/SCI (Sensitive Compartmented Information) classificat ion level. Potential offerors will be limited to those having a Sensitive Compartmented Information Facility (SCIF), which has been properly accredited to operate at the SCI level in support of this program, and has the required personnel cleared for the S CI classification level.
