Description
The U.S. Army Product Manager, Forward Looking Infrared (PM, FLIR), Fort Belvoir, VA is conducting a Request for Information (RFI) for infrared imaging equipment, Solicitation Number W15P7T-07-R-M205. This request for information is for planning pur poses only; this is not a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of a ny response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. NOTE: The use of a solicitation number in this RFI is for tracking purposes only. The Government is seeking information on companies with a comprehensive background in developing and delivering state-of-the-art infrared imaging equipment. Specifically, the Government is seeking information on companies having either previously develope d and fully tested Dual Band Mid-Wave Infrared (MWIR)/Long-Wave Infrared (LWIR), staring infrared imaging equipment, or having the capability to design, develop, integrate and test new Dual Band (MWIR / LWIR) staring infrared imaging equipment, providing d igital, corrected video and having demonstrated cost reductions in equipment items over the last five (5) years. The state-of-the-art staring infrared imaging equipment shall be designed to meet or exceed the performance specifications and configuration descriptions listed below. Specifically, the state-of-the-art staring infrared imaging equipment must be character ized by: 1. Array Format: 640x480 pixels 2. Small Pixels: 20 ?m Pitch 3. Dual Band Infrared: o Mid-Wave IR o Long Wave IR 4. In-Dewar Variable F# Capabilities: F/3.0 to F6.5 5. Rapid, simultaneous output of digitized corrected video 6. Multi-mode Capability Dual Band Selectable (30, 60 & 80 Hertz) Frame Rate with Variable integration Times High Frame Rate Windowing Single Band Optimized 7. Integrated Dewar / Cooler Assembly 8. Command and Control Electronics 9. FLIR Video Processor 10. Control Electronics for the Cooler and Variable Aperture Companies possessing the capabilities to satisfy these requirements are invited to submit a ten (10) page maximum White Paper providing a description of their equipment. The White Paper shall include, as a minimum: 1. A description of the equipment and validating information supporting claims that the proposed equipment meets the system performance specification and configuration descriptions. 2. Test Report data from an official U.S. Government Test and Evaluation agency (not included in the page count). 3. Product literature 4. Past performance information 5. Price schedules / catalogues (not included in the page count). Respondents must also include information regarding customary practices (e.g., warranties, discounts, etc.) under which commercial sales of the products are made, and requirements of any laws and regulations unique to the item being investigated. Proprietary information submitted in response to this request for information announcement shall be marked accordingly and will be protected when clearly identified as proprietary. All interested firms that possess the capabilities addressed herein are encouraged to respond to the RFI by providing the information specified within 14 days of this announcement. Respondents are requested to submit one electronic copy of the response t o PM, FLIR Program Analyst, Dale Klein at dale.klein@us.army.mil, and one copy to Contract Specialist, Michael Hier at Michael.hier@us.army.mil.
