Description
The 36th Contracting Squadron at Andersen AFB Guam intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of Drayage service. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is F1C3467066A001 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-15 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) is 484210, size standard $23,500,000.00. The contractor shall provide the following: Drayage service for loading, unloading, installing, and removing approximately 20,000 pounds of government-owned furniture to and from government-owned warehouse facilities and government-owned, as well as, privately-owned housing units each month for April and May 2007 (40,000 lbs total). This service is in support of both military and civilian permanent party personnel for the temporary use of furniture items while awaiting delivery of their household goods for arrivals, or after pickup of their household goods prior to departure. See attached Performance Work Statement (PWS) for complete requirements. Please acknowledge all requirements on quotes. Offerors must provide one past performance reference for this RFQ that is both recent (within the last three years), and relevant (relating directly to the storage and transportation of furniture and household goods). Discussions may or may not be held with offeror?s; therefore, each offeror?s initial quote should be complete and accurate. The required start date is 02 April 2007 and will run for 60 days. Evaluation: The Contracting Officer will make award based on the best value to the government. Three factors will be evaluated: past performance, ability to begin service as closely as possible to April 2nd 2007 so as to reduce impact to the customer as much as possible, and price. Past performance and the ability to start providing service immediately will be deemed considerably more important than price. Award will be made to the offeror whose proposal represents the best value to the Government. Alternative proposals are encouraged. The minimum requirements as set forth in the Performance Work Statement (PWS) reflect the Government?s desired features. However, alternative proposals demonstrating technically equivalent or technically superior performance characteristics than those outlined in the PWS will be considered.
