- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested, a written solicitation will not be issued. This solicitation, FA8601-07-T-0028, is a request for quotations (RFQ). This RFQ is issued under simplified acquisition procedures using the authority of FAR 13.5 SET ASIDE: 100% small business set-aside. All small businesses are encouraged to participate in this procurement. This RFQ has one line item. The item being procured is: Laser Diagnostics Powder Seeder for Combustion Chamber Research for AFIT WPAFB OH 45433. This seeder is to be used inside a combustion chamber. The seeder will be used for Particle Image Velocimetry and Laser Doppler Anemometry. Any equipment shall be fully tested and meet all specifications prior to shipment. The seeder will be attached to air supply feeding into the combustion chamber. The following minimum requirements must be met: -Operating Conditions -Pressure Current operation is 1 atm but will need to operate up to 10 bar -Combusting Environment Hydrocarbon/Air -Vacuum Range Between 1e 5 to 1e 7 torr based on a clean, dry empty and outgassed system. -Voltage Supply 120 V/60 Hz or 240 V/60 Hz The control computer will operate the seeder from a LabView environment. All control software and interfaces need to be provided for this environment. An Operational and Maintenance Manual will be provided. The manual will consist of the following: Electrical drawings, Major component vendor literature, General descriptive literature, Calibration instruction and Operating instruction. The size standard for this effort is 500 employees.
