Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the attachment. The United States Attorney's Office, Western District of New York (Rochester), has a requirement for Grand Jury Court Reporting and Transcription Services for a period of twelve (12) months. It is anticipated that award will be made for a Base Year with Four (4) One Year Option Periods. The exercise of the option periods will be at the government's discretion. Offerors must have the capability to establish an office within a fifty (50) mile radius from the Rochester, New York city limits by the shortest route available. This notice is prepared in accordance with FAR Part 13, Simplified Acquisition Procedures, (NAICS: 561492). THIS IS A TOTAL SMALL BUSINESS SET-ASIDE PROCUREMENT. THE CUT-OFF DATE FOR QUOTES IS April 3, 2007, 4:00 P.M., EST. The Solicitation Number is: RFP-EOA55-7-0125. See attachment for the following additional information. 1) Instructions for completion of solicitation package; 2) Supplies, Services, and Pricing; 3) Description, Specifications/Statement of Work; 4) Special Contract Requirements; 5) Applicable Clauses; 6) Other Applicable Enclosures. The selection process will consist of "Best Value" source selection based on past performance, key personnel capability, experience, and price. Under Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, EOUSA will not select an offeror for award on the basis of superior capability without consideration of the amount of its price. In order to select the winning proposal, EOUSA will rank each offeror by making a series of paired comparisons between them, trading off the marginal difference in capability with the marginal difference in price. Offers or quotes are due April 3, 2007, 4:00 p.m., Eastern Standard Time. LATE proposals will not be accepted. Proposals submitted in response to this RFP will be received in the following manner: via regular mail, hand-carried, and e-mail. Proposals may also be forwarded by Courier or Overnight Mail Service to the attention of the undersigned at EOUSA.
