Description
This is a Sources Sought Notice. The United States Coast Guard (USCG) is conducting market research to locate sources capable of and interested in upgrading an engine test cell at the Aircraft Repair and Supply Center (ARSC) in Elizabeth City, North Carolina. The United States Coast Guard (USCG) operates a test cell for testing General Electric T700-GE-401C engines repaired at the USCG Aircraft Repair and Supply Center (ARSC). This test system is an indoor test cell that utilizes the trailer mounted A/F 37T-16V turboshaft engine test system mated to an air dynamometer PN 1314AS100-1. The system is controlled and monitored by an Automatic Data Acquisition System (ADAS) designed by, and proprietary to, CMR Technologies Inc. This includes the hardware, interface, and software package. The USCG does not own, nor can it provide, the technical information for this ADAS system. The ADAS system currently in use is unique to the USCG ARSC test cell, and is currently experiencing supportability issues due to computer technology obsolescence. The USCG desires to upgrade or replace the current ADAS system with a system of modern design that utilizes as many Commercial Off The Shelf (COTS) components as possible. The system should be capable of running the T700-GE-401 series of engines with the 24 pin Digital Engine Control (DEC) or the 31 pin DEC. The system should be similar in construction and operation to other T700-GE-401 series engine test cells in use at commercial and Government facilities. A date and time for a Pre-Proposal Site Visit will be established prior to the issuance of a formal solicitation.
