Description
NOTICE OF INTENT: The United States Coast Guard (USCG) intends to enter into negotiations on a sole source basis with Motorola, Inc., 7031 Columbia Gateway Drive, 3rd Floor, Columbia MD 21046-2289. The proposed acquisition will be for (1) 15 each PCMCIA Universal Crypto (UCM) Upgrade; (2) 1,500 each AES Encryption Algorithm Software; (3) 1,903 each Motorola FTC Install Software Upgrades Express Shipping to CONUS Location specified by USCG/TISCOM Reflash XTS-5000 Radio w/Current Version Firmware Program with Customer Supplied Codeplug, or generic Codeplug, if none provided Alignment to Manufacturer Specifications; (4) 1,025 each XTS 5000 Portable to consist of the following: Portable ASTRO Digital XTS 5000 136-174 MHZ Model II, Software ASTRO Digital CAI, Conventional Systems Operation, Enhanced Digital ID Display, XTS-5000 UCM Hardware, AES/DES-XL/DES-OFB Encryption, MDC and ASTRO P25 OTAR w/Multikey, Battery Impress UIMH FM Rugged, and Ruggedized Housing; (5)300 each KVL 3000 Plus to consist of the following items: KVL 3000 plus hardware, ASTRO 25 Mode, ASN Mode, DES/DES-XL/DES-OFB Encryption, AED Encryption; (6) 5 each PCMCI UCM Upgrade 1 (5 cards required for all 403 ASTRO Spectra radios ? 100 per PCMCIA); (7) 403 each Upgrade ASTRO Spectra Mobile Radios by adding AES Encryption Algorithm, Software to Existing Encryption Hardware (Universal Crypto Module/UCM); (8) 1,400 each Remote Speaker Microphone; and (9) 200 each Impres Multi Unit Charger. The applicable North American Industry Classification Standard (NAICS) code is 334220 with Size Standard of $5M. The items specified above are the only equipment that will meet the government?s requirements without impacting program schedules and/or functionality of equipment. No specifications, drawing or schematics are available and no equal or alternate part number shall be accepted. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 1:00 PM EST on 16 April 2007 will be considered by the Government. A determination by the Government not to compete this proposed requirement is based upon responses to this notice is solely within the discretion of the Government. THE GOVERNMENT WILL NOT PAY FOR COSTS INCURRED IN THE PREPRATION AND SUBMISSION OF DATA OR OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCMENT. ******************NOTE 22 Applies***************************
