Description
In accordance with the revised Office of Management and Budget (OMB) Circular A-76, the Centers for Medicare & Medicaid Services (CMS) is publicly announcing the start of a Streamlined Competition for the Emergency Management & Response Group function, Office of Operations Management. The Competitive Sourcing Official (CSO) is Kenneth Buck. The Agency Tender Official is Deborah Schoenemann. The Contracting Officer is Robyn Salawitch. Emergency Management & Response Group (EMRG) is responsible to ensure personnel and physical security for all CMS employees, contractors and visitors on all CMS facilities. This is accomplished through oversight of processes including daily security operations, Occupant Emergency Organizations, special initiatives, surveillance, secure area electronic access control, and PIV card issuance. EMRG is also responsible for planning and coordinating CMS resources essential to emergency preparedness operations. Functions include emergency response planning, training and testing, Continuity of Operations planning, including a written Continuity of Operations Plan (COOP), and pandemic planning. These services are currently provided by twenty-one (21) Federal Government employees. In accordance with Public Law 109-115 (119 STAT. 2506, Section 842), CMS will be developing the Most Efficient Organization (MEO) utilizing the Streamlined Methodology. CMS has waived the 45-day extension option when developing the MEO. Upon completion of the study, CMS will make a formal public announcement of the performance decision, which is whether to contract this work out or not. There is no request for proposals (RFP) to be issued. The outcome of this Streamlined Study shall be determined, in part, by using documented market research.
