Description
BSA has a requirement for a Low Temperature Confocal Microscopy System, a cryogenic system designed for confocal microscopy, optical spectroscopy and related techniques at variable temperatures, and capable for operation at magnetic fields up to at least 9 tesla (T) in a high capacity liquid helium (LHe) bath cryostat. The instrument shall permit diffraction limited laser confocal optical microscopy and optical sectioning, and shall be prepared for optical spectroscopy on individual nanostructures, such as quantum dots, quantum wires, or surface dispersed, fluorescence-labeled single molecules at variable temperatures below room temperature. The control electronics and software shall be capable of confocal microscopy and optical spectroscopy at variable magnetic field, and shall, in the standard configuration, also be capable of scanning probe microscopy (SPM), using optional microscope inserts for the cryostat. This, acquisition, is a, ?Best Value?, procurement. The utilization of this procedure is expected to provide the greatest overall benefit to BSA/BNL. ?Best Value? employs a trade off process that permits award to other than the lowest priced offeror or to the highest technically rated offeror. The tradeoff process, associated with Best Value involves a comparative weighing of the evaluation factors and sub-factors identified in the Request for Proposals (RFP). Specifically, the trade off process involves selecting the most advantageous offer based upon an integrated assessment of both non-cost/price factors, taken in their assigned relative importance. The following factors, in their relative order of weighting, will be utilized to evaluate the offers: Low Temperature Confocal Microscope Technical Specification Compliance 1.
