Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis and issue a modification to the existing contract (No. 50-DDNE-1-90033) with Science Systems and Applications, Inc. (SSAI) to extend the period of performance for an additional six (6) months plus two (2) additional three-month option periods to be exercised if, and, as needed. This contract will continue the Operation and Maintenance of the USMCC in Suitland, MD. This is a combination fixed price (FP) contract and cost-plus-fixed-fee (CPFF) contract. The FP portion of the contract is for the continued operation of the USMCC on a 24 hour/day, 365 days/year basis. The CPFF portion of the contract is for the continued technical support and analysis in support of the broader USMCC mission under COSPAS/SARSAT. The Government has a continuing requirement for support of the USMCC, as part of its obligations under the COSPAS/SARSAT International Agreement. The USMCC is one of the five major hubs world-wide that receive and distribute search and rescue data. The USMCC is the receiving and distributing point for search and rescue data for most of Central and South America. This contract extension is necessary to provide continuity of service during the acquisition process for a replacement contract. The extended period of performance estimated cost is $1.2 million dollars. Any prospective offeror must demonstrate a cost and technical benefit to the Government in view of the short period of performance. Interested sources must also submit a written narrative of capability, including detailed technical information and other technical literature, demonstrating the ability to provide the required services in sufficient to permit an agency analysis to determine a bona-fide capability to meet the Government?s requirements, within 10 days of publication of this notice. Responses without the required documentation shall be considered non-responsive. Telephonic responses shall not be accepted.
