Description
NAICS Code: 335999: The government is seeking sources for an urban breach facility for the School of Infantry at Camp Pendleton CA. The School of Infantry provides training for entry level Marines in addition to hosting several advanced infantry courses to include the Squad Leaders? Course and Sergeants Course. All of these training curricula include teaching the tactics, techniques and procedures (TTPs) for breaching doors and windows in an urban setting. Currently, these TTPs are taught using locally fabricated doors and windows that require purchase of materials on the open market at considerable expense. Because of this expense, the TTPs are taught using the demonstration method vice giving the Marines actual, hands-on experience. This contract would purchase door and window frames that can support multiple repetitions of breaches at much reduced recurring cost, allow for significantly more breaches per class and significantly improve the training provided to better prepare our Marines for urban combat. This contract would require the vendor to deliver a variety of products to use as training aids for the various breaching techniques on different types of doors. Both metal and wood doors would be required for training. The breaching techniques include ram breaching, pry breaching, and explosives breaching and each have peculiar requirements for repetitive training. The doors are to be supported by portable steel leg stands that have a reusable door jamb for mounting doors and locksets. They use low cost pins and dowels to replicate the locksets that provide for multiple breaches before requiring the actual door to be replaced. Windows have similar portable leg stands that are breached by using mechanical means. The window simulators make use of a frame that can be mounted on the side of a building or onto a portable stand. The window trainer must secure the window glass so that after breaking the glass, the shards must still be swept completely for a clean entry. Al l doors must be reinforced and rigged with low cost, replaceable components at the key locations for repetitive use without replacing the actual door. The following list of training aids would be included in the contract: Breaching door leg stands (15) Explosive breaching doors (5) Ram breaching doors (5) Pry breaching doors (5) Breaching window kits (5) Wood frame, metal frame, reinforced and explosive pins (500) Wood fillers for pry doors (125) The anticipated delivery date will be 30 days after contract award. This is not a request for quotations or an announcement of a forthcoming solicitation. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this announcement will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice. No phone calls will be accepted.
