Description
The US Army, Joint Munitions & Lethality Life Cycle Management Command, Picatinny Arsenal, NJ, on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS) is seeking sources for the manufacture and delivery of the M1001, 40mm Canister Cartridge that satisfies the requirements of Performance Specification PRF 12991142. The performance specification is undergoing minor changes at this time. The final version will be included if a solicitation is issued. This performance specification may be obtained electronically by sending a request by electronic mail to David Gordon, Contract Specialist at david.gordon5@pica.army.mil or by calling 973-724-6093 and providing an electronic mail address. The M1001 is fired from the MK-19 Mod 3 GMG (Grenade Machine Gun) at the rate of 300-400 rounds per minute at a muzzle velocity of 790+/-10 feet per second to a maximum range of 100 meters. It shall provide a probability of hit (P(h)) of 57% threshold, when a 3-5 round burst is fired at a target consisting of seven 2 x 6 (M-sized) silhouettes standing vertically side by side, and it is able to hit 4 out of the 7 panels. The M1001 shall also demonstrate the capability of defeating the standard use Personnel Armor System for Ground Troops) vest at 100 meters. New designs will be considered, however, they must meet the criteria for design verification in accordance with the performance specification. All responsible interested sources are encouraged to submit their capabilities/verification data in regard to the above no later than 30 days of this notice to Commander, U.S. Army, Joint Munitions & Lethality - Life Cycle Management Command, ATTN: AMSML-AQ-MA, David Gordon, Bldg. 9, Picatinny Arsenal, NJ 07806-5000. Responses may be forwarded to the following e-mail address: david.gordon5@pica.army.mil . Any potential contract is expected to include a base year for approximately 92,000 cartridges + or ??? 10% with four options of 92,000 each or a total optional quantity of 368,000 cartridges. The potential contract will be firm fixed price. All requests for further information must be in writing and via e-mail; telephone requests will not be honored. See Numbered Note 25 which is as follows: Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. A statement regarding industry security clearance. Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
